Summary Statement:

 

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Inclusive Development Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

Position Summary:

 

The primary responsibilities of the Inclusive Development Advisor will be to work with the Senior GH Policy and Health Equity Advisor and the GH Antidiscrimination and Diversity Council (ADC) in the coordination and implementation of initiatives and activities that advance the Inclusive Partnerships Pillar of the GH Antidiscrimination and Diversity Council (ADC). Responsibilities include leading the Inclusive Development workstream, communicating across offices on the progress and deliverables of the Council as it relates to Inclusive Development; support offices as needed with cross-cutting DEIA initiatives, programs, and policies; and leverage best practices in DEIA and Inclusive Development to implement other internal and external activities. 

 

This position will serve as a subject matter expert to enhance the Bureau of Global Health’s engagement with marginalized and underrepresented groups - groups that are disproportionately excluded from opportunities and systems (e.g., employment, political representation, education, basic services), often due to structural and societal obstacles and historical marginalization. Such groups may include, but are certainly not limited to, women; youth; children in adversity and their families; older persons; persons with disabilities; LGBTQI+ people; displaced persons; migrants; Indigenous Peoples and communities; non-dominant religious, racial, and ethnic groups; people of castes traditionally considered lower; people of lower socioeconomic status; and people with unmet mental health needs.

 

The Advisor will also provide targeted technical assistance and support to a select number of operating units on DEIA and Inclusive Development.  The Advisor will work to facilitate reporting on key issues and qualitative narratives of relevance to Inclusive Development. Related to office-level support for DEIA, the Advisor will help improve DEIA within organizational culture, recruiting, retention, performance management, talent development, and leadership commitment.  Related to office-level support for localization, the Advisor will help support the Global Health Bureau’s efforts to actualize their localization action plans as well as facilitate reporting progress through the Bureau’s front-office led objective and key results (OKR) process for a select set of operating units.

 

The DEIA Team which is located in the Office of the Assistant Administrator for USAID’s Bureau for Global Health is charged with technical leadership for and management of the Global Health Bureau’s DEIA portfolio. The GH DEIA Team seeks an Inclusive Development Advisor to serve as a technical resource, linking DEIA and Inclusive Development for GH staff by supporting their efforts to effectively and sustainability strengthen the capacity of USAID’s local implementing partners through a DEIA lens in order to sustainably achieve Global Health Bureau outcomes.

Full salary range for this position is $92,300 to $145,617 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.


Essential Duties and Responsibilities:

  • Lead the Inclusive Development Workstream for the ADC in an effort to better incorporate Inclusive Development principles across GH programs and activities in line with USAID’s Inclusive Development goals and targets and applicable Agency policies.
  • Lead and oversee research on Inclusive Development as it relates to engaging persons with disabilities, youth, priority and key populations, and religious groups to achieve greater impact in our global health and develop programing.
  • Serve as a resource for training for GH staff on Inclusive Development principles.
  • Co-Facilitate and coordinate regular GH Bureau Antidiscrimination Council meetings, including the identification of action items as it relates to Inclusive Development.
  • Create/improve guidance documents that advance the Global Health Bureau’s Inclusive Development approach.
  • Participate, as needed, in engagement with the Inclusive Development Hub and other Agency-wide structures that support Inclusive Development to keep abreast of latest Agency policies and practices and provide lessons learned and best practices for greater Agency awareness and learning.
  • Facilitate reporting on key issues and qualitative narratives of relevance to Inclusive Development.
  • Provide targeted technical assistance and support to a select number of operating units on DEIA and Inclusive Development.
  • Help improve DEIA within organizational culture, recruiting, retention, performance management, talent development, and leadership commitment.
  • Support the Global Health Bureau’s efforts to actualize their localization action plans as well as facilitate reporting progress through the Bureau’s front-office led objective and key results (OKR) process for a select set of operating units.
  • Support documentation of office-wide DEIA activities and initiatives for information sharing to council members and adaptation for Bureau-wide efforts.
  • Track and communicate DEIA, and Inclusive Development deliverables and initiatives across the Bureau to GH offices and GH Senior leadership when relevant and appropriate.
  • Coordinate training, structured listening sessions and development of other opportunities for cultural awareness raising across GH offices.
  • Assist with the coordination of working groups on anti-discrimination support within GH offices.
  • Maintain knowledge/awareness of the activities of other Bureau DEIA working groups for potential partnership and/or uptake within GH.
  • Contributing to weekly staff meetings, annual planning sessions, retreats, portfolio reviews, and other events/presentations.
  • Backstop other members of the GH DEIA Team as needed.
  • Travel 10%-15% of the time.
  • Perform other duties as assigned.

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Minimum Qualifications:

  • Master’s degree with 6 years of relevant experience, bachelor’s degree with 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience.

Other Qualifications:

  • 1-2 years of experience in working on DEIA issues within a workplace in some capacity.
  • 1-2 years of experience working in an Inclusive Development sector supporting disability rights, Indigenous peoples' rights, children in adversity, LGBTQI+ rights, or related sector.Evidence of excellent interpersonal, facilitation, motivational, and teambuilding skills/experience
  • Demonstrated ability in program management or working across multiple offices and different levels of employees or teams.
  • Demonstrated organizational management, leadership skills in negotiating, influencing and managing diplomatically sensitive issues, in order to build and sustain a culture of accountability, ownership, and delivery among stakeholders.
  • Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation.
  • A depth of understanding of the US and international issues of diversity, equity, inclusion, and accessibility and experience with implementing organizational transformation activities.
  • Excellent oral and written communication, interpersonal, presentation development and facilitation skills, and able to hold meaningful conversations.
  • Proficiency in the use of Microsoft suite of programs (Word, Excel, PowerPoint) and Google Suite (Sheets, Docs, Slides)
  • Ability to travel 10-15% of the time.
  • US citizenship or permanent residence with the ability to obtain and maintain facility access clearance.
  • Washington, DC based hybrid role.
