Description
The Implementation GIS Project Manager specializes in analyzing, designing and implementing information systems. They will assess the suitability of information systems in terms of their intended outcomes and liaise with end users in order to achieve these outcomes. An Implementation GIS Project Manager is familiar with database development, management and reporting. The Implementation GIS Project Manager is a bridge between the business problems and the technology solutions. Business problems can be anything about business systems, for example the model, process, or method. The technology solutions can be the use of technology architecture, tools, or software application. Implementation GIS Project Manager are required to analyze, transform and ultimately resolve the business problems with the help of technology.
The Implementation GIS Project Manager will use geographic information system applications to perform billable services to satisfy client needs. They will install and verify programs, and edit programs and scripts for accessing, maintaining, linking, and populating databases; develop and present GIS system and cartographic mapping elements; integrate GIS elements with other technology for marketing and web-based communication; responds to difficult inquiries from end-users regarding GIS requirements; transposes complex data from records maps, CAD drawings, county land base maps, demographic models, economic resources, and other source documents into GIS and/or related database; and develop, maintain, and implement policies and procedures that ensure the accuracy of GIS information is maintained.
POSITION RESPONSIBILITIES
Technical Responsibility
- Plan, design and develop complex GIS database models and templates
- Successfully implement, maintain, and support internal and external databases
- Acquire, develop, build, and update relational databases.
- Plan, design, develop, and implement complex GIS applications software for the system users and operators
- Provide expert advice on issues related to spatial data analysis.
- Use appropriate software development methodologies in planning and implementing work products, including work on web development, IIS, SQL Server, and ArcGIS for server.
- Write, edit, install, and verify programs for debug and edit programs for accessing, maintaining, linking, and populating databases
- Develop and present GIS system and cartographic mapping elements
- Respond to difficult inquiries from end-users regarding GIS requirements
- Support needs assessments and provide recommendations
- Attention to details and experience with QA/QC and data analysis
- Maintain metadata and develop standards and best practices to support systems and data
- Prepare technical documentation of project requirements, procedures, execution, and implementation plans
- Excellent analytical /problem-solving skills
- Ability to work in a team-oriented environment
- Implement and manage ArcGIS for server or other asset management systems
- Install, configure, and design reports using SQL Server Reporting Services or other such reporting programs
- Ability to design, interpret, and implement data model functionality
- Communicate GIS technologies and asset management system capability to internal and external clients.
- Work with Project Managers and team members to maximize profitability while maintaining a high level of quality.
- Manage and analyze complex datasets.
- Translate application of GIS spatial analysis to practical real-world situations for clients.
- Provide technical mentoring and training to clients and co-workers.
- Maintain and implement policies and procedures that ensure the accuracy of GIS information is maintained.
- Prepare concise and correct written correspondence.
- Work independently or as part of a team to perform technical activities consistent with project plans within project scope and budget.
- Track progress on project tasks relative to scope, deliverables, schedule, and budget.
- Provide consultative value to clients.
- Directs daily operations of department and coordinates project activities with other departments.
- Meets with IT department heads, supervisors, systems analysis personnel, and user management to solicit cooperation, clarify program intent, and identify and resolve problems.
- Analyzes test runs on computer to correct or direct correction of coded program and input data.
- Revises or directs revision of existing programs to increase operating efficiency or adapt to new requirements.
- Prescribes standards for terms and symbols used to simplify interpretation of programs.
- Evaluates programming project proposals and assesses project feasibility.
- Collaborates with computer manufacturers and other users to develop new programming methods.
- Directs training of subordinates in programming and program coding.
Quality Program Responsibility
- Provide quality control review of work product on projects to ensure they meet Company, industry, and client standards and expectations in accordance with Jones Edmunds Quality Program.
- Responsible for the quality of work submitted. Review work before submitting it to the next review level.
- Adhere to project deadlines and keep the Project Manager informed of any difficulties encountered on assignments.
- Complete peer reviews of work in a thorough and timely manner to ensure the quality and service our clients receive.
- Review the work that was completed under his/her direction.
- Submit work for quality control review on time and in a complete format.
Management Responsibility
- May act as Task Manager.
Marketing Responsibility
- Participate in developing technical papers and presentations.
- Assist in developing client proposals for projects to ensure a complete scope that meets Company, industry, and client standards and expectations.
- Interact directly with clients on technical issues.
- Present a professional and positive image of Jones Edmunds.
POSITION REQUIREMENTS
Education: BS/BA in Information Systems, Computer Science, Engineering, Geography, GIS, Planning or other related field..
Experience: Minimum of 6 years in a Systems Analyst or GIS Analyst role supporting enterprise applications, providing operational and process improvement support, and working with RDBMSs or Esri ArcGIS/ArcServer software, current Windows OS, and web-enabling technologies. Experience working with .NET, IIS, SQL/T-SQL, Python, CSS/HTML, JavaScript, Microsoft SSRS/SSAS/SSIS, Crystal Reports, web-services or APIs is a plus.
Other: Experience working with RDBMSs, Demonstrated competency with GIS software applications
