Title: Indefinite Delivery Indefinite Quantity (IDIQ) Program Manager
Location: Washington, D.C. metro area (hybrid)

Job Description

Rios Partners is seeking a highly skilled and experienced IDIQ Program Manager to join our dynamic team. The successful candidate will serve as the primary manager for VHA’s Integrated Healthcare Transformation (IHT) IDIQ 1.0 that Rios Partners is actively delivering and will transition to manage IHT 2.0, contingent on contract award. As an IDIQ Program Manager, you will play a pivotal role in driving revenue growth for our company. You will be responsible for identifying and pursuing new business opportunities, nurturing client relationships, and closing deals. In support of client relationships, you will also ensure the seamless execution and success of the IDIQ contract and associated Task Orders, ensuring contract compliance and compliance with relevant Federal regulations. You will also manage all task orders, facilitate project status meetings, and generate periodic reports, while serving as the point of contact for all operational inquiries and issues.

This role offers a competitive compensation package, including a base salary and variable compensation based on performance metrics such as the number and size of contracts won.

Responsibilities

Oversee the end-to-end IDIQ contract lifecycle, from proposal development to contract closeout.

Business development (BD) activities:

  • Prospect and qualify potential clients
  • Collaborate with internal teams to ensure customer satisfaction
  • Meet and exceed sales targets

IDIQ Compliance:

  • Ensure Rios Partners adheres to all contract terms and conditions outlined in the IDIQ Contract
  • Generate regular reports detailing the project’s compliance status, including any deviations or issues that require attention
  • Ensure compliance with all relevant Federal regulations (FAR, DFARs, etc.) and organizational policies

Program Delivery:

  • Identify project risk/interdependencies and ensure Task Order Leads have risk mitigation plans in place, and track risks through resolution
  • Work collaboratively with Contracting Officers, IDIQ and Task Order CORs, client customers and team members to ensure both contractual requirements are delivered, and customer needs are met
  • Track contract deliverables, timelines, and requirements to ensure on-time project delivery and compliance
  • Facilitate project status meetings and generate periodic project status reports for project stakeholders on technical and contract requirements in accordance with IDIQ and Task Order contracts
  • Serve as the point of contact for operational inquiries and issues, ensuring effective resolution
  • Managing AR/APDeliver technical and administrative support to Rios Partners team members and subcontractors delivering work on the IDIQ (e.g., onboarding process).

Required Education, Skills, and Experience

  • Must have a minimum education of a bachelor’s degree in a business or program related field.
  • Relevant master’s degree in e.g., Public Policy, Healthcare Policy, Business
  • Minimum of 10 years of experience managing complex programs, projects, or contracts of $500M+ size
  • Minimum of 2 years of experience managing IDIQ contracts
  • Previous experience with government contract oversight
  • Previous experience in sales or a related field and a proven track record of meeting or exceeding sales targets
  • Strong communication and negotiation skills
  • Ability to thrive in a fast-paced, competitive environment

Preferred Education, Skills, and Experience

  • Federal Contracts Manager (CFCM) or similar
  • PMP certification
  • In-depth knowledge of Federal acquisition regulations (FAR), small business regulations, government procurement processes, and contract law.
  • Experience working with a diverse range of Federal agencies.
  • Strong writing and editing skills to be used while developing proposals, marketing materials, and project reports.
  • Experience working in MS Suite Products and SharePoint.

  • Security Requirements: Ability to obtain and maintain a public trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in US for past three years consecutively)
  • Must be willing to live in the DC Metro area
  • Must be willing to operate in hybrid environment, including work in-person at client site in DC Metro area and at Rios Partners office in Arlington, VA as needed (final schedule determined by team and project)

  • In addition to a competitive base salary, this position offers a variable compensation structure tied to performance metrics. The more successful you are in securing contracts, the greater your overall compensation will be.
  • Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
  • Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.

  • Vision insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for vision insurance plan through VSP. (Please see the “Rios Employee Benefits” section of the “Join Our Team” page to review comprehensive vision insurance policy documents.)
  • Dental insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for dental insurance plan through Guardian. (Please see the “Rios Employee Benefits” section of the “Join Our Team” page to review the dental insurance policy documents.)
  • Disability insurance: Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
  • Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
  • Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
