Job Title: ID Card Site Security Manager (SSM)

Status: Full Time

Position Summary

The SSM is critical to the success of daily operations at a RAPIDS Issuing Facility. SSMs ensure availability for site operations and security overrides. The SSM performs all responsibilities of a RAPIDS VO operator (VO), as well as all SSM responsibilities.  SSM are responsible for the assignment of Super Verifying Official (SVO) responsibilities. Installs new hardware components, runs, and reviews audit reports, manages users, security, cardstock, consumables and maintains the site's address information for the RAPIDS Site Locator system. The SSM also performs RAPIDS security overrides for document and fingerprint support. 

Essential Functions of the Position

  • SSM is responsible for supporting each of the following RAPIDS functions:
  • User administration and user security
  • CAC cardstock and consumables: ordering, management, and accountability
  • Policy and procedure compliance
  • Site administration and security (including maintaining site's address information for RAPIDS Site Locator)
  • Documentation and training
  • Installation of new hardware components
  • Validation of the identity of individuals whose fingerprints cannot be captured.
  • Document overrides in the event a CAC recipient does not have proper identification documents.
  • Use of the automated card management system.
  • Verifies the identity of card recipients as required by the Joint Inter-Service Instruction AFI 36-3026 IP, Volume I (8/4/2017) before entering applicant data in RAPIDS.
  • Views and scans documents that establish benefit or ID card eligibility before entering data into DEERS or issuance of ID cards.
  • Enters DoD Sponsor and family member information.
  • Issues DoD ID cards to military members, their family members, and other entitled persons with a DoD association
  • Suspends an individual's commissary, exchange, or MWR privileges as necessary.
  • Uses the RAPIDS workstation to issue the CAC and PKI certificates.
  • Updates DEERS as necessary to reflect any change in the personnel category of the CAC recipient. This step automatically issues or revokes certificates as needed.
  • Updates DEERS and terminates a CAC, revoking PKI certificates as requested from the LRA or other authorized sources.
  • Generates and scans the DD Form 1172-2.

Security Requirements

  • Must have a SECRET security clearance and Common Access Card (CAC).
  • Must be a United States Citizen

Work Environment

Generally, work is performed in an office setting. On occasion, work will require the employee to work outdoors for limited periods of time.

Required Qualifications/Certifications

  • Pass a National Agency background check with a positive result from Federal Bureau of Investigation fingerprint check.
  • Be a U.S. citizen.
  • Have never been relieved of Certification Authority, Registration Authority, Local Registration Authority, Defense Enrollment Eligibility Reporting System roles or Communication Security custodian duties for reasons of negligence or non- performance of duties.
  • Have never been denied a security clearance or had a security clearance revoked.
  • Have never been convicted of a felony offense.
  • Must be able to obtain a Common Access Card (CAC).
  • Must be able to utilize a Personal computer, Microsoft Office Applications, and web-based Data Systems
  • High School Diploma.
  • Employee must be able to speak in front of large groups effectively and have strong customer service skills.
  • Able to speak, read, write, and understand English proficiently and have the ability to clearly and concisely communicate both orally and in writing.
  • Able to perform simple statistical mathematical problems for tracking purposes.
  • Ability to know when supervisor presence is required and the ability to use sound judgment until one is available.
  • Valid Driver's License is required.
  • Must have a State Driver's License, must be able to obtain a Govt. Driver's License.
