Job Description
JPI is seeking a qualified Identity, Credential and Access Management (ICAM) subject matter expert to contribute to an established high-performance team supporting the USAccess HSPD-12 Managed Service Office (MSO) within the General Services Administration (GSA) in the Washington, DC metro area. The primary work location will be remote support with the expectation of at least one day of in-office support at the GSA Headquarters in Washington, DC.

Essential functions:
- Support the integration of the MSO’s core Shared Service Provider contract with all other MSO contracts to ensure that all pieces of the MSO infrastructure are working together. This may involve developing agendas, presentations and talking points, organizing conferences and work sessions, or researching the contents of contracts.
- Conduct research on the development of additional technologies, business processes and service offerings.
- Provide subject matter expertise in identifying and integrating ICAM policies into the MSO’s environment.
- Manage, coordinate, and lead Federal working groups. Document meeting minutes and train new working group members as they onboard.
- Assist customer leadership in identifying program objectives and strategies.
- Maintain and update a Strategic Plan incorporating system architecture, capabilities, service offerings, and technological evolution. The Strategic Plan will also involve investigation and review of changes in products and services in the IT security and identity management and credentialing marketplace. Updates to the plan will be required as periodic reviews occur.
- Work with the MSO to ensure that it is aware of and participates in federal governing bodies, conferences and open public forums to ensure that the USAccess program adheres to and follows all pertinent federal regulations, standards, guidelines and business best practices.
- Provide administrative support to enable the customer to complete its mission in a timely and orderly manner and communicate with its management and customers.
- Contribute content for a monthly e-newsletter and other customer communications as needed.
- Assist with evaluating and recommending improvements to business processes by evaluating program objectives, as-is progress, and objectives yet to be achieved.
- Support project duties as necessary including deliverables, facilitating client meetings, and developing briefings.
Minimum Requirements Include:
- Bachelor’s degree in Business, Computer Science, Engineering, Information Systems or other related field and 12 years of relevant experience in identity management solutions or Master’s degree and 10 years of professional experience.
- Experience developing ICAM requirements from a project’s inception to its conclusion for simple to moderately complex systems.
- Ability to provide analysis, evaluation, and recommendations for identity management system improvements, optimization, development and maintenance efforts.
- Experience and technical domain knowledge in all areas essential to the success of the HSPD-12 program, including systems engineering, full life cycle management, IT Security, knowledge of new and emerging technologies, business process re-engineering, and knowledge of federal policies and procedures.
- Knowledge of ICAM policies, including M-19-17.
- Good written and verbal communication skills with an emphasis on distilling complicated technical information down to succinct, salient points.
- Organized with strong attention to detail.
- Proven, results-oriented problem-solving abilities.
- Ability to successfully accomplish tasks on time in a deadline-driven, high-pressure, dynamic, team-oriented environment. Demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience with or knowledge of government acquisition/contracting practices, programs and regulations is preferred.
- Experience with GSA or other federal agencies is preferred.
- The work environment for this position requires an individual to be able to:
- Work sitting or standing at a desk or conference table for extended periods of time.
- Work in the office to collaborate with co-workers and attend meetings.
- Must be able to lift and carry up to 10 lbs.
