The Susquehanna River Basin Commission (SRBC), an interstate water resource management agency, seeks a Hydrologist 1 for the Planning & Operations Program located in its Harrisburg, PA office.

This position provides technical support on a variety of water resources projects including water availability studies, consumptive use mitigation grants, flood warning and response, drought planning and monitoring, and environmental flow management.

Duties and Responsibilities

  • Maintains a working knowledge of SRBC regulations, policies, plans, and programs.
  • Retrieves and analyzes hydrologic data for a variety of water resource management projects.
  • Evaluates water use and availability information to guide regulatory and planning decisions.
  • Develops grant program guidance documents and application materials. Reviews grant applications and provides grant management support on funded projects.
  • Conducts field surveys and hydrologic and hydraulic modeling for flood studies, inundation mapping, and warning and response systems.
  • Monitors drought conditions and water supply operations to ensure drought contingency measures are implemented to avoid impacts to water users and the environment.
  • Assesses reservoir operations to identify opportunities for improving environmental flow management.
  • Utilizes Geographic Information System (GIS) and databases to store, manage, analyze, and map water resources data.
  • Performs field work to collect water quantity and quality data to inform a variety of water resources investigations.
  • Collaborates with other SRBC staff and partner agencies/organizations to carry out a range of water resources management initiatives.
  • Performs other duties as assigned.

Required Knowledge and Competencies

  • Working knowledge of the science/engineering aspects of hydrology, hydraulics, geology, chemistry, physics, and mathematics as they relate to interpretation of water resources data.
  • Skill in solving hydrologic problems, conducting field and desktop investigations, analyzing and interpreting hydrologic data, preparing technical reports and memoranda, and developing decision support tools and data visualizations.
  • Ability to express ideas clearly and concisely in oral, written, and graphic form. Skill in collecting, analyzing, and presenting data in graphic, tabular, and narrative formats.
  • Demonstrated knowledge in interpreting aerial photographs, remotely sensed data, and topographic and geologic maps. Skill in performing and interpreting results of streamflow analyses and statistic calculations.
  • Ability to apply and interpret the results of various hydrologic and hydraulic modeling software packages. Ability to use GIS, R, Microsoft Office, and other pertinent computer software.
  • Capacity to establish and maintain effective working relationships with other SRBC staff, partner agencies, regulated projects, elected officials, non-governmental organizations, and the general public.
  • Aptitude to effectively manage assignments and plan activities to meet demanding project schedules.

Minimum Work Experience and Education

  • The Hydrologist 1 is an entry level position which requires a bachelor’s degree in hydrology, geology, engineering, water resources, or closely related field, and two years of relevant professional experience. A graduate degree may be substituted for experience.

The Commission’s compensation plan includes a competitive salary with an expected starting range between $55,000 and $70,000, based on relevant experience, and comprehensive benefits including health insurance and participation in the Pennsylvania State Employees Retirement System.
