Duties
This position is located within the Operations Division, South-Central California Area Office, Interior Region 10, California - Great Basin. This position works as a Hydrologic Technician with extensive experience working on a wide range of substantive, complex work assignments aligned with hydrologic data collection, meteorology, hydro-chemical analysis, geophysics, and geomorphology.
  • Perform technical evaluation and analysis using many different and unrelated processes and methods requiring ingenuity, and experienced knowledge and skill, including emerging practices and methods, to identify, evaluate, assess unusual circumstances, and recommend appropriate solutions to a broad range of complex, interrelated problems.
  • Develop, prepare, and/or reviews reports on gathered hydrologic and meteorologic data related to surface and groundwater operations, water quality, drainage, and seepage studies.
  • Collect water measurement field data using various techniques in a wide variety of field conditions.
  • Advise on instrumentation, equipment, and measurement system capabilities; and selects, calibrates, and maintains sophisticated measurement systems.
  • Teams with engineer(s) to analyze evolutionary research, and testing requirements and objectives to plan, implement, and configure experiments.
  • Interpret extensive, incomplete, or conflicting data
  • Evaluate new materials technology and sophisticated or complex materials.
  • Prepare right-of-way, utility and railroad agreements, and easements.

A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.
You must possess or will be requires to obtain a certification as a Motorboat Operator.Certification to serve as a Federal Acquisition Certification (FAC) COR or AOTR may be required as articulated in Department and/or Bureau policies.Certification to serve as a FAC Program and Project Manager (P/PM) may be required as articulated in Department and /or Bureau policies.

Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume.
GS-11, in-service candidates: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service.
GS-11, outside candidates: One year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in the Federal service.
*Outside candidates are those without current or prior Federal competitive or excepted service.
To qualify at the GS-11, you must possess specialized experience performing Hydrologic Technician work such as prepare, analyze, chart, annotate forms, and complete hydrographs; Assisted in the performance of a variety of hydrology tasks such as conducting, monitoring, coordinating, and controlling various phases of data collection and analysis projects or operations; Used topographic maps and construction plans to determine watershed drainage boundaries, flow paths, elevation area relationships, stream channel cross-sections, and basin hydrologic parameters.

Applicants may substitute successful completion of 3 years of progressively higher level graduate education (54 semester hours, 81 quarter hours or the equivalent) leading to a PhD or equivalent doctoral degree in hydrology or other field of study directly related to the work of this position for the required 1 year of specialized experience if it provided the knowledge, skills, and abilities necessary to perform the work of this position.
OR
Applicants may substitute a combination of appropriate specialized experience (as described above) and appropriate graduate level education (as described above) that is beyond the first 2 years of progressive graduate study to meet the qualification requirements.. You may combine specialized experience and education to meet the minimum qualifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience.
