OhioMHAS Information Services is the technology arm of the third largest cabinet level agency in the state of Ohio. We support more than 3,200 employees within six regional inpatient behavioral health hospitals, Ohio Pharmacy Services, and Central Office. We develop and support technology for several critical business solutions used by the agency as well as by county and local behavioral health care providers across the state.

Role Overview: 

As an Information Technology Manager 1 supporting the Epic Clinical Systems at OhioMHAS, many opportunities are offered to impact family, friends, and the residents of the State of Ohio. We are a close-knit community of IT staff and develop applications which allow mental health and addiction providers to serve our community in need. Our applications support, regulate, fund, and collect data to allow our organization the ability to respond to those in crisis as well as those needing continuity of care.

At OhioMHAS, our IT staff is motivated by the agency's mission, and we are accepting applications for two Information Technology Manager 1 positions within the Office of Information Technology, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 33rd Floor, Columbus, Ohio 43215. One position will focus on Inpatient and Outpatient modules, and the other will focus on Revenue and Throughput modules.

What You'll Do:

  • In the Office of Information Services, the Epic Application Manager manages a section composed of information technologists and primary duties involve: 
    • Epic Application Management: 
      • Oversee the implementation, optimization, and maintenance of Epic applications, specifically focusing on Revenue and Billing modules or Inpatient and Outpatient modules.
      • Collaborate with cross-functional teams to ensure seamless integration of Epic applications into existing IT infrastructure.
    • Team Leadership:
      • Manage and lead a team of skilled Epic Analysts, providing guidance, mentorship, and fostering a collaborative work environment.
      • Develop and execute strategies to enhance team performance and ensure the successful achievement of project goals.
    • Revenue and Billing Expertise or Inpatient and Outpatient Expertise:
      • Serve as the subject matter expert for Epic Revenue and Billing or Inpatient and Outpatient modules, staying updated on industry best practices and advancements.
      • Collaborate with stakeholders to understand business requirements and translate them into effective Epic solutions.
    • Project Management:
      • Plan, coordinate, and execute projects related to Epic applications, ensuring timely delivery and adherence to quality standards.
      • Evaluate project outcomes, identify areas for improvement, and implement enhancements to optimize processes.
    • Vendor Management:
      • Interface with Epic vendors, fostering strong relationships and ensuring effective utilization of resources and support services.
    • Developing and evaluating statewide strategic Information Technology plans.
    • Preparing statewide Information Technology reports and/or involved in developing statewide Information Technology policies related to procurement and use of Information Technology in state government (i.e., research subject matter, analyzes findings, and formulates and distributes policy statements). 
    • Responding to statewide queries and surveys.
  • Confers and meets with users, vendor, and/or section managers in order to exchange information, resolve difficult or technical problems, and/or to coordinate operations. 
  • Attends management-level meetings and provides expert advice to higher-level management personnel. 
  • Attends training classes and/or seminars.

Position may require out-of-state travel for certification purposes.

Alternative 1:

  • 8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.
  • 18 months exp. in performing project management functions as defined in series purpose.

Alternative 2:

  • Completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following:
    • Advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C , Visual C, ECL, or Visual Studio),
    • Logic-based mathematics,
    • Data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS),
    • Computer systems analysis & design, and
    • Basic data processing concepts.
  • Additional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.
  • 18 mos. exp. in performing project management functions as defined in series purpose. 

Alternative 3: 

  • 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent. 

Alternative 4:

In offices of statewide Information Technology policy & planning, positions require:

  • Completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C , Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts.
  • 3 yrs. exp. in utilizing word processing software.

  • 54 mos. exp. which included following: knowledge of Information Technology architecture components, developing Information Technology strategic plans, preparing & making presentations/public speaking, writing Information Technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management.
  • 2 yrs. exp. in utilizing e-mail system.
  • 18 mos. exp. in project management or lead role on Information Technology project.
  • 12 mos. exp. in utilizing spreadsheet software.
  • 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent. 

Alternative 5: 

  • Equivalent of Minimum Class Qualifications For Employment noted above.
