Job Summary:

Manage workflow and daily supervision of Humane Law Enforcement Officers (HLEOs). Support operations of the HLE Program. Enforce appropriate local Humane Laws and ordinances ensuring compliance and minimum standards for the care of animals and to relieve suffering. Work closely with the Field Services Department management team to develop and refine processes and procedures.

A relocation benefit of up to $1000 in documented relocation expenses is available.

Duties and Responsibilities:

  • Plan, organize, manage, and lead HLEOs, ensuring daily objectives are met.
    1. Monitor caseloads, review pending cases, and prepare HLEOs for trial.
    2. Train new HLEOs on report writing, criminal case preparation, and use of computer programs.
    3. Develop new processes to track caseloads and highlight trends through monthly reports and PetPoint.
    4. Create a monthly HLE schedule ensuring on-call as well as 24/7 city coverage.
    5. Prepare and submit affidavits for arrest/search warrants.
    6. Support HLE Officers in the field as needed
    7. Interview and hire new HLEOs and oversee training program.
    8. Manage payroll for the HLE team and monitor time card activity in ADP.
  • Support HLE operations.
    1. Track all court activity as information is received. Oversee creation of case summaries and archive case files for all completed cases. Ensure court activity is up-to-date in cases and current in a shared spreadsheet with the Director and Vice President of Field Services.
    2. Distribute the HLE schedule to everyone on the appropriate list, updating all calendars as necessary.
    3. Oversee approval of reward poster creation via officer’s information and ensure appropriate distribution.
    4. Organize, maintain, file, and/or archive HLE documents as needed.
    5. Assist in the creation, review, and updating of new and current department SOPs.
    6. Maintain an up-to-date PetPoint tutorial to ensure consistency of data entry.
    7. Prepare, gather receipts, and submit monthly vehicle gas usage voucher, credit card reconciliation, and reimbursement requests.
    8. Oversee review of all paperwork, including bite reports, virology reports, and incident reports, ensuring accuracy and timeliness.
    9. Read and respond, as needed, to HRA email.
    10. Be available for calls for guidance or assistance from the team as needed.
  • Maintain working relationship with Metropolitan Police Department (MPD), United States Attorney’s Office (USAO) and other agencies.
  • Collaborate and participate in development and implementation of new strategies to reach and educate the community (social service agencies, veterinarians and other groups such as Ward meetings) about dog fighting and animal neglect.
  • Monitor impounded animals on humane hold for resolution, signing off on all HLE cases submitted by HLE Officers.
  • Oversee vehicle fleet maintenance and monitor equipment needs.
  • Represent HLE Program to media and collaborate with Communications Department in preparation of case reports for Animal Watch.
  • Perform all duties and responsibilities assigned to HLEOs as well as possess all qualifications.
  • Always represent HRA in a professional and courteous manner. Provide quality service to the public, volunteers, and employees recognizing their individual contributions to the success of the organization.
  • Perform other duties as assigned

Qualifications and Requirements:

  • Knowledge of local animal care regulations, laws, ordinances, Law Enforcement techniques, principles, and practices.
  • Knowledge of and experience in animal health and well-being.
  • Demonstrated proficiency with identifying animal breeds, species, sex and age, care of wild and domestic animals, animal and zoonotic diseases.
  • Knowledge of restraint, handling techniques, and general animal safety practices, including recognizing animal behavior patterns.
  • Ability to recognize signs of animal neglect, abuse, and cruelty.
  • Knowledge of local animal laws and court procedures.
  • Ability to lead, manage, and motivate a team, and identify skills in others that can be developed.
  • Ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures. Ability to be flexible, detail-oriented and able to prioritize.
  • A team-oriented and collaborative approach to work, with an ability to bring out the best in peers. Demonstrated ability to work collaboratively with colleagues.
  • Demonstrated ability to think strategically and solve problems creatively.
  • Excellent interpersonal, written, and verbal skills. Ability to communicate effectively, courteously, and professionally with a variety of individuals representing the public, board members, volunteers, donors, and employees.
  • Computer literacy with proficient use of programs including Microsoft Office programs, email, Internet and database management software to efficiently accomplish work.
  • Ability to work uncommon hours, subject to recall in emergency situations; ability to work additional hours beyond a regular work schedule.
  • Possess and maintain a valid driver’s license with a clean driving record.
  • Possess and maintain a clean criminal record.
  • Ability to wear a ballistic vest at all times when in the field.
  • Ability to manage the emotional aspect of work in an animal shelter environment in a positive professional manner, including providing input on euthanasia decisions.
  • Passion for the HRA mission, and for caring for all animals regardless of age, breed, temperament, or species, and supporting and educating members of the public, free of judgment or bias.

  • Ability to lift 50 pounds unassisted regularly, 50+ pounds assisted.
  • Ability to be comfortable working with cats, dogs, small animals, reptiles, fish and wildlife.
  • Ability to perform strenuous physical activity on a daily basis, including but not limited to: lifting and carrying, reaching, stooping, squatting, standing, and bending.
  • Due to nature of shelter work, may be exposed to deceased, fractious, or aggressive animals; hostile or irate persons; zoonotic or other diseases; unpleasant noises, odors, or sights; and extreme temperatures.

Education and Experience

  • Minimum 4 years of progressively responsible experience in animal control/welfare, Law Enforcement or humane investigations. Experience should include supervising others.
  • Must successfully complete HRA basic training program. Additional certification may include certification for euthanasia and administration of animal vaccines and medications.
