Position Summary:
This position assists the Executive Director, Assistant Executive Director and Senior Generalists in the day-to-day operations of the HR Department while focusing primarily on Compensation.
Essential Duties and Responsibilities - This position will perform the following duties and responsibilities:

  1. Takes a lead on all compensation projects for Tribal Administration.
  2. Conducts a job evaluation to determine appropriate pay level within Tribal Administration's compensation program.
  1. Researches, writes, reviews, and edits job descriptions as needed.
  1. Drafts memos/correspondence relating to department requests by referencing Policies and Procedures that support the request. Assists Directors and Program Managers with supplemental budget requests if appropriate and as needed.
  1. Assists with the gathering of valid external market salary data and assists in performing comparison studies between internal and external markets as needed. Assists with analyzing wage and salary information to assure a competitive compensation program.
  1. Makes recommendations to the Assistant Executive Director for improvements or adjustments to Tribe's compensation plan and classification system.
  1. Works with accounting to reconcile positions and compensation for the annual budget, including minimum wage adjustments.
  2. On an annual basis, prepares roster of employees scheduled to receive a salary adjustments and processes adjustments throughout the year.
  3. Responsible for preparing and processing COLA, employee bonus and merit adjustments as approved by Tribal Council each fiscal year.
  4. Works with Administration and the Accounting departments to prepares fiscal year supplemental budget requests, including Tribal Council presentation. Under the direction of the Director and Assistant Director, presents supplemental budget requests to Tribal Council.
  5. Assists the Assistant Executive Director with creation and modification of policies and procedures.
  6. Works with the HR team on ensuring that all Tribal Government human resource activities are in compliance with relevant Tribal, and Federal employment laws and regulations, to include all respective information and tax reporting.
  7. Tracks compensation data to be utilized for quarterly and annual department reports. Researches compensation software to assist with market analysis. Prepares proposals for approval. Manages system, including implementation.
  8. Processes severance requests in compliance with Tribe's severance policy.
  9. Develops relationships with local tribal HR Departments in an effort to compare compensation data.
  10. Works with and maintains confidentiality.
  11. Works on projects and assignments as assigned by the Executive and Assistant Executive Director.
  12. Performs other duties as assigned.

Qualifications and Requirements

Education and/or Experience
Bachelor's degree from an accredited technical school, community college or university and five years of related work experience in the HR field, preferably in compensation; or High School diploma or general education degree (GED) and nine years related work experience in Human Resources; or other satisfactory equivalent combination of related education and experience. PHR/SPHR required. Intermediate to Advanced experience and knowledge using word processing, spreadsheets and database (i.e. Word for Windows, Excel, Access, etc.) is also required.
Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Licenses or Certificates
Professional HR Certificate required (SPHR, SHRM-SCP or SHRM-CP, PHR). If no HR Certification, must have a Master's Degree in Human Resources or related field.
Must have and maintain a valid and unrestricted Washington State Driver's License and proof of auto insurance is required. Driver's License must not contain any restrictions that would otherwise prevent an employee from operating a GSA vehicle or complying with the Tribe's Vehicle Use Policy.
May be required to pass a background check prior to and periodically throughout employment.
Must be able to work in a diverse environment with tact and diplomacy and be culturally sensitive.
Must be able to demonstrate superior customer service skills.
Must be able to maintain the strictest confidentiality at all times.
