The primary purpose of this position is to serve as a HR Specialist in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques.
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE GS-09: Applicants must have, or will have within 120 days of the closing of this announcement 1 year (52 weeks) of specialized experience equivalent to at least the GS-07 grade level in the Federal service (or equivalent in other pay systems). Specialized experience is experience interpreting and applying Federal civilian HUMAN RESOURCES concepts, principles, regulations and practices to advise on and/or resolve procedural or recurring personnel and pay-impacting issues; processing competitive and non-competitive actions in an automated system; and coordinates federally required priorities placement programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
SPECIALIZED EXPERIENCE GS-11: Applicants must have, or will have within 120 days of the closing of this announcement 1 year (52 weeks) of specialized experience equivalent to at least the GS-09 grade level in the Federal service (or equivalent in other pay systems) Specialized experience is experience interpreting and applying Federal civilian HUMAN RESOURCES concepts, principles, regulations and practices to advise on and/or resolve procedural or recurring personnel and pay-issues; researching and/or analyzing personnel procedures, guidelines regulations and policy reference materials and developing recommendations and solutions; processing competitive and non-competitive actions in an automated system; coordinates federally required priorities placement programs; and applying qualification and pay-setting determinations.

OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
SPECIALIZED EXPERIENCE GS-12: Applicants must have, or will have within 120 days of the closing of this announcement 1 year (52 weeks) of specialized experience equivalent to the next lower pay broadband (NH-02), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience must include experience interpreting and applying Federal HUMAN RESOURCES concepts, principles, and regulations as it relates to recruitment and placement activities. Experience must also include research and/or analysis of all personnel procedures, guidelines, regulations and policy reference materials to develop recommendations and implement appropriate solutions or corrective actions for complex personnel issues. Experience in administering procedures governing all aspects of pay administration and pay setting for multiple pay rates and systems, and provides policy guidance on pay determinations; and processing the full range of competitive and non-competitive personnel actions in an automated system.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-09
1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Ability to gather and analyze facts, and draw conclusions from information.
5. Ability to communicate information clearly, orally and in writing.
GS-11
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.
GS-12
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
2. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
6. Ability to express ideas and concepts and communicate effectively orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education: IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application.
