The position functions as the Physician and Provider Recruiter. The Physician and Provider Recruiter is the office of responsibility for local physician and provider recruitment and retention operations for the health system. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes, but not limited to: conducting recruitment and placement activities from for variety of professional, administrative and technical positions; troubleshooting internal and external staffing and placement issues; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions;

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:1 ) Support a Medical Center Director local recruitment and retention program;2) Assess impact of recruitment and hiring processes on time to hire and recommend solutions for improvement;3) Conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors; explain the methodology to management; and4) Provide technical advice to medical facility leadership, SSBP, SBU and SSU in resolving the most difficult and controversial recruitment and retention problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective and efficient approach and technique to validate the correctness and propriety of the actions taken.
There is no educational substitution for the GS-12 level.
