Job Overview
An Employee Relations and Labor Relations specialist is responsible for managing Employee Relations issues and labor union activities within an organization.
Overall, an Employee Relations and Labor Relations specialist plays a critical role in promoting positive Employee Relations, resolving conflicts, and ensuring compliance with labor laws and regulations. They work closely with employees, managers, and HR staff to maintain a productive and positive work environment.
Duties and Responsibilities

- Serves as a professional subject matter expert in labor and Employee Relations and provides professional consultation and guidance to departments and/or other stakeholders on a variety of topics including discipline, performance management, and union grievances.
- Assists departments and other stakeholders in the interpretation of Federal and State laws, Hillsborough County policies and collective bargaining agreements.
- Accurately and timely processes and monitors administrative programs including random drug testing pools, unemployment compensation, union membership, leave donation hours, and other tasks as assigned.
- Conducts employee workshops and training sessions.
- Works with assigned staff to assist in Employee Relations investigations.
- Assists in the collection and distribution of records pertaining to public records requests.
- Collaborates with cross-functional teams in the design and implementation of Human Resources programs.
- Conducts research and studies, and drafts/compiles oral and written reports for distribution.
- Reviews existing processes and participates in process improvement initiatives and implementation of innovative ideas.
- Represents department/agency interests in committees or board meetings.
- Ensures completion of daily work activities are accomplished accurately and within allotted timeframes.

- Knowledge of Labor Relations and Employee Relations.
- Knowledge of Federal, State, and local laws and regulations, and agency policies affecting Labor and Employee relations
- General knowledge of Human Resources practices and understanding of how one action may impact different functional areas.
- Skills in making presentations to small and large groups.
- Ability to conduct research, collect, interpret and analyze data to understand workforce trends and patterns and develop logical conclusions.
- Ability to evaluate the effectiveness of programs and work processes.
- Ability to communicate effectively both orally and in writing.

- Ability to use a computer and related software.
Ideal Candidate
The ideal candidate has for this position can accurately interpret County Policy as well as Collective Bargaining Agreement
language and communicate those interpretations in a concise and professional way. The selected candidate will be able
to work with identified stakeholders to find solutions to their labor and Employee Relations issues in a way that aligns with
policy, contract language, the law, and the County's Core Values.
The ideal candidate is detail oriented and capable of administering multiple Employee Relations processes and programs
including but not limited to unemployment compensation, random drug testing pools, sick leave donation plans, and the
tracking of union membership.
The ideal candidate can teach small to large groups of supervisors and other stakeholders in County policies and
processes for the administration of discipline, performance evaluations, and other performance management tools.

Minimum Qualifications Required
- Bachelor's degree in Human Resource Management (Administration), Business Management, Public Administration, or a Social or Behavioral Science; AND
- Three years of professional Human Resources experience; OR
- An equivalent combination of education (not less than a High School Diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration.
