This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters (HQ) HR Specialist and subject matter expert for CNIC NAF HR programs enterprise-wide. Incumbent is responsible for the development, management, supervision, administration, planning, and technical direction of Employee Relations within the HR Branch.

Duties

Duties includes but not limited to:
- Oversees the CNIC NAF Employee Relations Program, provides policy guidance, and/or makes recommendations to CNIC NAF HQ and Region staff on Employee Relations issues (e.g., performance, discipline).
- Ensures HQ Employee Relations Specialists are provided with sufficient advice and guidance to allow performance of all required duties related to Employee Relations.
- Oversees and/or makes recommendations to CNIC NAF and Region staff on complex Employee Relations problems and /or complaints.
- Serves as CNIC NAF management representative, or technical advisor for, and in the processing of, employee grievances under CNIC NAF's administrative and negotiated grievance procedures.
- Establishes policy and procedures related to Employee Relations Program (e.g., disciplinary and adverse actions, Incentive Awards, Program, leave administration, hours of work, holiday observances, special medical examinations).
- Develops communication materials to explain CNIC NAF HR policies. Participates in regional communications sessions with CNIC NAF HR staff, managers, and/or employees to present information on subject area topics.
- Develops and presents subject area specific training to both internal and external customers.
- Prepares and analyzes functional area specific reports.
- Directs work to be accomplished by staff.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
- Conducts annual performance reviews of staff.
- Participates in section staffing decisions.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Qualifications
A qualified candidate possesses the following:
- Five or more years of specialized experience in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in Employee Relations.
- Ability to oversee a functionally specific HR program and provide guidance to staff on program requirements, processes, and procedures.
- Knowledge of CNIC organizational structure and mission(s) of organizations.
- Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
- Knowledge of CNIC's EEO policy and procedures.
- Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System).
- Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
- Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
- Ability to develop and effectively deliver presentations and/or training.
- Ability to perform the full-range of supervisory duties.
- Ability to communicate effectively both orally and in writing.
