Duties
Typical work assignments include:
Duties performed:
  • Providing limited advisory services to all Review Commission offices having a wide variety of positions and personnel actions.
  • Utilizing automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists.
  • Processing a full range of personnel and payroll actions for permanent and temporary Review Commission employees using various National Finance Center (NFC) applications such as the Web-based Entry, Processing, Inquiry, and Correction System (EPIC), Special Pay Processing SPPS), the Reporting Center, the Information Research Inquiry System( IRIS), Paycheck8, My Employee Personal Page (My EPP), the Direct Premium Remittance System (DPRW), ServiceNow, etc.
  • Orienting new appointees, providing guidance to separating employees, and answering questions of current employees in areas of conversion to career tenure, health and life insurance benefits, requirement eligibility, severance pay, leave, time and attendance, and salary matters.
  • Performing other Human Resources related tasks as assigned.

Qualifications
Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements (A, B, or C) as noted below.
A. GS-09 Specialized Experience:
You qualify for the GS-09 grade level if you possess one year of specialized experience at the GS-07 grade level performing the following duties:
  1. Using automated systems (i.e., National Finance Center (NFC), Correction System (EPIC Web), etc.) for the processing of personnel and payroll actions.
  2. Providing routine Human Resources information to employees and managers; and
  3. Performing technical tasks in direct support of staffing and recruitment actions (i.e., preparing job analyses, developing assessment questionnaires, rating and raking applicants, etc.).

B. You have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position. (TRANSCRIPTS REQUIRED)

You have a combination of specialized experience as described in 'A' and graduate education as described in 'B' that, when combined; equal 100% of the qualification requirement. NOTE: Only graduate education in excess of the first 18 semester hours may be used in this calculation. (TRANSCRIPTS REQUIRED)

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
