The City of Paso Robles is searching for a dynamic and detail-oriented team player to join our Human Resources Division. Human Resources Specialists perform a wide variety of highly responsible, complex, technical, and confidential administrative duties in the areas of recruitment, workers' compensation, benefits administration, leaves of absence, classification and compensation, training and development, and employee relations. The successful candidate will be adept at analyzing and interpreting laws and policies, possess strong communication skills, and be able to quickly adapt to changing or competing priorities while providing excellent customer service.

The Community
El Paso de Robles, or "The Pass of the Oaks," is located halfway between San Francisco and Los Angeles, in San Luis Obispo County. Paso Robles, surrounded by scenic rolling oak woodlands, is one of California's premier wine regions, and is only 27 miles from the beautiful beaches of the Central Coast. The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a variety of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the City of Paso Robles is Cuesta College, North County Campus.
The Organization
The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 31,176 as of January 1, 2022. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor's position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.
The City has a total annual budget of $173 million for fiscal year 2023/2024, and a total of 295.44 FTEs across the departments of: Administrative Services, City Manager's Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.
The Administrative Services Department is comprised of the divisions of Human Resources, Finance and Accounting, and Information Technology. Human Resources is staffed with a Human Resources/Risk Manager, three Human Resources Specialists, and a Payroll/Risk Coordinator who manage all of the Human Resources, risk management, and payroll functions for the organization.
  • Coordinate the full recruitment and selection process for new and promotional employment opportunities and volunteer opportunities, including: planning and developing recruitment strategies in conjunction with the hiring department, managing the NeoGov applicant tracking system, preparing job announcements, administering tests, screening candidates, and performing background checks
  • Educate and promote the City's comprehensive health and retirement benefits to new and current employees; coordinate and conduct new-hire orientations
  • Administer and process changes to the City's CalPERS pension and 457 deferred compensation retirement programs in compliance with IRS regulations and the PERL
  • Process and monitor workers' compensation claims and FMLA/CFRA/PDL/ADA leaves of absence; consult with department managers regarding the interactive process
  • Administer a wide variety of employee benefit programs such as health, dental, vision, EAP, life insurance, voluntary benefits, and COBRA; maintain and process all changes and reconcile monthly invoices; engage with third party administrators as needed to correct escalated issues
  • Coordinate pre-employment and DMV physicals, drug screens, and other employment related medical screenings
  • Administer the City's DMV pull program and commercial driver program ensuring compliance with DOT, FMSCA, and Clearinghouse regulations
  • Update and maintain confidential employee records, data, and files, including medical records
  • Maintain and coordinate a comprehensive training schedule; monitor and schedule training opportunities for City employees and process education reimbursements
  • Respond to requests for information related to assigned Human Resources programs and activities including employment verification requests and salary and benefit surveys
  • Research, compile, and analyze data for labor negotiations, policy development, and special projects
  • Exercise considerable discretion and independent judgment in performing extensive liaison and coordination responsibilities with City staff and representatives of public agencies, insurance companies, and third-party administrators
  • Provide a wide variety of information, advice, and consultation to employees, management, and the public concerning human resource programs, policies, procedures, and interpretation and application of laws and regulations such as the FLSA
  • Evaluate and compile a variety of data and information as needed for CalPERS, Medicare, Social Security, EEO-4, ACA, and OSHA annual reporting
  • Assist in labor relation activities as assigned
  • Perform related work as required
Knowledge of:
  • Principles and practices of Human Resources in a public agency setting related to recruitment, selection, workers' compensation, training, classification and compensation, and insurance/benefit administration
  • Federal, state, and local laws and ordinances governing employment practices and procedures
  • Employee relations, grievances, and disciplinary actions
  • Computer applications related to the work such as word processing, database, and spreadsheet applications; advanced Excel functions is highly desirable
  • English usage, spelling, grammar and punctuation
  • Occupational safety and health rules and regulations and worker's compensation claims administration
  • Records management principles and practices
  • Techniques for effectively representing the City in contacts with government, business, and professional organizations, bargaining groups, the public, and employees
Ability to:
  • Accurately interpret, apply, and explain policies, procedures, and practices of Human Resources administration
  • Demonstrate excellent customer service, communication, and organizational skills, including ability to work productively with different levels of management and staff during challenging conditions
  • Recognize and maintain the confidentiality of employee records and employment circumstances
  • Accurately administer, review, balance, and reconcile employee benefit records and monthly billing
  • Independently organize and prioritize tasks, meet critical deadlines, and balance multiple objectives while producing highly detailed and accurate work
  • Perform a wide variety of Human Resources assignments requiring the exercise of sound judgment, initiative, tact, and confidentiality within established policy and procedural guidelines
  • Handle complex customer service issues in a thorough, professional, and proactive manner
  • Produce correspondence and reports with speed and accuracy
  • Proficiency with, or the ability to quickly learn, the organization's HRIS and talent management systems
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources, talent management, and employment law
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be graduation from an accredited four-year college or university with major course work in a related field, and two years of responsible experience in Human Resources.
Licenses and Certifications:
Must possess a valid California Class C driver license and have a satisfactory driving record.
