Job Title: Human Resources (HR) Project Manager

General Summary:
Under general supervision is responsible for facilitating, planning, organizing, securing and managing resources to bring about the successful completion of specific project goals and objectives. Manages district position control in the district Human Resources Management System (HRMS). Supports district talent acquisition in determining current staffing needs and developing recruitment strategies and hiring plans. This role requires a blend of strong project management skills, a thorough understanding of HR practices and policies, and familiarity with the unique needs of a school district.
Essential Functions:
Supports and upholds the mission, vision and strategic goals of Lexington County School District One.
Effectively interacts, communicates and collaborates with all stakeholders.
Establishes a safe, supportive, positive and productive working and learning environment.
Sources candidates on social networks or other hiring platforms. Liaise with hiring managers to understand each position's expectations.
Manages positions and position control in district Human Resources Management System (HRMS) to include closing or opening positions, transfers, job title changes, separations, and all other processes to maintain accurate district data.
Authorizes job postings and new hires based on availability of positions.
Receives all employment recommendations to verify position data, and assigns compensation for all support staff employees.
Manages position initialization for district HRMS system annually.
Initiates district letters of intent and district contracts annually.
Makes adjustments and updates to social media accounts, Human Resources pages of the District website, employee intranet, advertisements and publications.
Organizes and assists with District-hosted recruitment fairs.
Implements recruitment and hiring strategies.
Assists with coordination and organization of the District's annual New Employee Orientation.
Creates and executes project work plans and revises as appropriate.
Implements and manages project changes and interventions to achieve project outputs.
Schedules, organizes, and conducts training sessions for staff and employees to include applicant tracking system training, position control, HR processes and procedures.
Assists with the management of district job descriptions.
Establishes performance metrics and collects data to present quantitative and qualitative analysis of talent acquisition, employee relations, and retention necessary for process improvement and strategic development.
Handles confidential documents in an appropriate manner.
Participates in all professional meetings and training sessions as required.
Effectively uses personal computing devices and software applications for the management of pertinent information and communication.
Performs other related duties as required.
Minimum Education/Work Experience:
- Associate's Degree or equivalent
- 3 years experience in education, Human Resources or a related field
Preferred Qualifications:
Bachelor's degree
Human Resources experience or certification
Experience hiring and onboarding new employees
Demonstrated experience in position allocation and budget controls related to hiring
Experience with Human Resource Management systems
Establishes performance metrics and collects data to present quantitative and qualitative analysis of talent acquisition, employee relations, and retention necessary for process improvement and strategic development
Evidence of advanced technology skills; especially with Google Suite
Demonstration of excellent customer service skills and works positively, effectively, and ethically with stakeholders
Experience managing candidate and community engagement via social media and other platforms
Experience with leading and facilitating virtual and in-person training
Excellent communication skills - both written and verbal
Knowledge/Skills:
Knowledge of the policies, procedures, and activities of the school district that pertain to the specific duties and responsibilities of the position. Knowledge of school policies, procedures, and operations. Ability to demonstrate proper maintenance, safe operation, and utilization of equipment, materials, and supplies used in daily activities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and to complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to interact and communicate effectively and professionally with supervisors, co-workers, teachers, students, and the general public.
Working Conditions:
Conducts duties in an office environment with no significant exposure to environmental conditions. Requires ability to maintain constant attention and meet deadlines. Physical demands are restricted to office work requiring lifting/moving of items weighing up to twenty-five pounds. Local travel is required; no overnight travel is required. Job requires the operation of standard office and technology equipment.
Responsibility:
Budgetary responsibility as delegated by supervisors. No supervisory responsibility.
Evaluation:
Performance of this job will be evaluated annually in accordance with provisions of the school board's policy on evaluation of administrative personnel.
