JOB SUMMARY: Under the general direction of the Supervisor of Human Resources, the Employment & Staffing Specialist performs a variety of HUMAN RESOURCES functions including, but not limited to: employment, staffing and recruitment functions for the entire organization. This position will oversee all aspects of the recruitment program for the entire organization and all aspects of the hiring and exit processes. This position will assist in teacher certification, generating files for various federal and state reports, prepare the MSDE staffing report information and ensure adequate internal controls are in place.
QUALIFICATIONS:
  • High School Diploma. A Bachelor's degree in Human Resources, Communication, Business Administration or a related area preferred.
  • A minimum of three (3) years of successful experience in HUMAN RESOURCES, information systems or related business experience. School system HUMAN RESOURCES experience, preferred.
  • Experience in developing, implementing and monitoring recruitment programs and applicant tracking systems.
  • A basic knowledge of HUMAN RESOURCES software applications such as Powerschool Suite including but not limited to:, TalentEd Hire, SmartFind Express, EFinance, Employee Records and Cognos reporting.
  • Ability to design, create and execute projects using databases, graphs, charts and spreadsheets.
  • Ability to work with all school system staff and the general public.
  • Must be pleasant and professional.
  • A self-starter and ability to complete tasks with minimal supervision.
  • Ability to maintain strict confidentiality.

ESSENTIAL FUNCTIONS:
  • Responsible for all staffing. Maintains the application database and workflows, implements all new user features in adding and deleting accounts, reviews applications to find qualified candidates; schedules interviews, collects and files all interview materials, communicates with successful and unsuccessful candidates.
  • Responsible for all recruiting activities for all CCPS positions. Maintains all job boards and job sites, including, but not limited to college sites. Registrations and accommodations for career fairs; attends assigned recruiting/ career fairs, coordinates recruiting schedule and internal recruiters; create, maintain and order all recruiting materials.
  • Will assist in MSDE teacher certification
  • Be an active member of the CCPS Employee Wellness Committee and contribute to Employee Wellness Initiatives.
  • Assist Communications Officer in updating relevant areas of the CCPS website.
  • Assists in the onboarding and orientation process for all new employees
  • Develops and conducts training/information sessions in the area of staffing/recruiting, employment issues and other areas of HUMAN RESOURCES.
  • Compiles the data needed for various federal and state reports such as the Maryland Staffing Report, EEOC Report and CRDC Report
  • Assists in school system enrollment projections and comparisons for staffing.
  • Assumes a high degree of responsibility and self-motivation.
  • Maintains regular, on-time attendance.
  • Reacts to change productively.
  • Performs other duties as assigned.

PAY & HOURS: This position is a 12 month, exempt position with a minimum of 37.5 hours per week. Caroline County Board of Education, Support Services II Personnel Salary Schedule. Placement on the appropriate salary lane/step will be based on knowledge, experience, skills and training related to this position.
