Human Capital Consultant:
· Act as lead and work with senior Executive level Government personnel on highly sensitive and complex strategic human Capital issues, challenges and activities.
· Develop and execute large-scale, multi-faceted workforce program and, projects that may include assessment, planning, data gathering, analysis, feedback, recommendations, reports, and other related work.
· Must have experience leveraging knowledge of Federal Human Resource/Human Capital management laws, policy, and methodology to identify mission critical position and skill requirements, analyze gaps., recommend staffing, recruitment, succession planning, and talent development strategies; and conduct "what- if" scenarios.
· Must be proficient in Microsoft Outlook, Word, Excel, and PowerPoint, and analysis software (e.g., oracle, Power BI).
· The Human Capital/Workforce Plan must:
Ø Explicitly describe the agency-specific skill and competency gaps that must be closed through the use of agency selected Human Capital strategies; and
Ø Describe annual Human Capital performance goals and measures that will support the evaluation of the agency's Human Capital strategies.
· Conduct Workforce Analysis
Ø Analyze/Forecast Demand: Forecast current and future staffing needs. Analyze supply and demand and identify the appropriate methodology for effectively measuring the workload of key functions in the agency.
Ø Future Structure, Processes, Tasks, Functions, and Roles: Evaluate the workforce implications of the Agency Strategy.
Ø Workforce Competencies and Staffing Requirements: Provide competency identification and validation, skills identification that links to competencies, assess the impact of competency levels and performance, identify gaps, and create a closure plan. Evaluate workforce/workload calculating the expected level of staffing required to generate an estimated level of workload in the future.
Ø Conduct Benchmark Analysis: Conduct comparative analysis of organizational structure and workforce size/composition with other Federal Agencies and/or public/private businesses or organizations.
Education and Experience Requirements
- A Bachelor’s degree in human resource management or any related field and 6 or more years of experience in strategic Human Capital planning, organizational planning and assessment, and workforce analysis.
