This role is a hybrid of remote work and will need to report to the Public Service Building in Salem when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!
As our HRIS/CNC Analyst, you play a vital role in supporting various program areas within the Human Resources team, focusing on classification and compensation, position management, and HRIS reporting and data quality. Key responsibilities include conducting classification analyses, managing position descriptions, creating new positions in HRIS, and overseeing pay equity analysis. Additionally, you serve as a liaison for accurate employee data in Workday, develop reporting metrics, and conduct audits to ensure compliance with policies and regulations. Your contributions are vital to our HR effectiveness and efficiency for the agency's success.
Key Duties:
Classification/Pay Equity:
  • Serve as the primary analyst for new hire pay equity analysis.
  • Analyze and classify new positions, submitting analyses and acting as the primary contact for DAS Classification and Compensation staff.
  • Assist with new class studies and guide managers in crafting position descriptions.
  • Conduct desk audits, position analyses, and reviews for proper position relationships and classifications.
  • Review statewide class proposals, develop agency-specific specifications, and allocate positions to proposed classifications.
  • Provide information to the public and employees on HR processes related to classification and pay equity.

HRIS, Reporting, and Data Analysis:
  • Liaise between HR, Budget, and Payroll to maintain accurate employee data in Workday.
  • Assess job rotation requests, monitor pay differentials, and process adjustments in Workday.
  • Develop reporting metrics, dashboards, and recommend changes for accurate reporting of data.
  • Identify trends in HR data and provide technical expertise for HRIS strategies.
  • Audit business processes to ensure compliance with laws, rules, and policies.
  • Act as back up to Special Leaves Analyst and HRIS Coordinator.

Minimum Qualifications (Need to have):
A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.
OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience. The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of Human Resource professional-level experience. Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of Human Resource professional-level experience.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
  • Working knowledge of large organization classification and compensation systems.

  • Experience in evaluating job duties and making determinations on appropriate classifications; performing desk audits.
  • Professional-level knowledge of Human Resource laws, regulations, and policies such as the FLSA, wage and hour laws, and pay equity. Working knowledge of FMLA/OFLA and other statutorily required special leaves.
  • Experience providing great customer service and interpersonal skills for team members and internal and external customers, and positively representing an organization in a professional manner at all times.
  • Ability to work with multiple deadlines, continual change and at times heavy workloads. Ability to maintain composure during stressful situations.
  • Highly effective written and oral communication skills to explain complex or technical Human Resource concepts.
  • Ability to collect, organize, analyze and display data.
  • Intermediate skill using Excel or other spreadsheet software.
  • Ability to work across team or other organizational functions to solve problems and accomplish goals.
  • Commitment to ongoing development on unconscious bias, anti-racism, and diversity, equity, and inclusion.

  • Salary Range: The range listed is the non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
