Summary
This HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION) is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army & Air National Guard personneland is part of the CA JFHQ J1 HRO.

Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION), GS-0201-7/9, is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force.
  • Develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Evaluates candidate eligibility, and refers qualified candidates for selection consideration.
  • Interprets and applies pay setting rules such as highest previous rate rule and recruiting and retention incentives. Analyzes employees and payroll information to identify and resolve pay-setting errors or discrepancies. Sets rates of pay for employees for appointments, transfers, promotions, changes to lower grade, and changes between pay systems.
  • Prepares and maintains records and reports and performs post audits and maintenance of merit promotion files. Reviews and verifies information on request for vacancies to determine the nature of the staffing action. Accomplish work through the use of an automated system.
  • Provides advice and support to managers, supervisors, commanders and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Assists employees with permanent change of station moves. Provides counseling to employees on entitlements, rights and obligations. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquires on recruitment and placement related matters.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.
May make additional selections within 90 days of eligible(s) issuance.

Qualifications
HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION), GS-0201-07 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government and have at least three months experience, education, or training which provided a basic working knowledge of personnel programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as using reference and resource materials and experience in program functions such as, maintaining personnel records, counseling, or classification and assignments; Experiences performing personnel functions associated with preparing and maintaining manual records, quality force management, managing personnel records and researching record data; Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions.
HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION), GS-0201-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; Experience with merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities; Experience in applying program policies, directives, publications, and training manuals. Experience providing advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-09 upon meeting full qualifications and recommendations of supervisor.

Education
Substitution of Education for Specialized Experience:
GS-07:
1 full year of graduate level education or Superior academic achievement.
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
