Open to current-on-board employees of the Iowa Air National Guard (Title 32 Military Technicians, Title 5 Civilians)
LOCATION: JFHQ-Air, Johnston, Iowa

MINIMUM EXPERIENCE: Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.
SPECIALIZED EXPERIENCE: GS 0201 12 - Applicant must have the following experience:
- Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement.
- Experienced in planning for and executing all personnel programs and Human Resources Information Systems.
- Managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing.
- Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports.
- Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management.
- Experienced in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements.
- Knowledgeable of the equal opportunity and sexual assault prevention and response program.
- Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment.
Education:
Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
