Who we are:
The goal of the Washington State Department of Services for the Blind (DSB) is to assist in the stable employment and increased independence of Blind, Deaf Blind and Low Vision customers. DSB provides training, counseling, and support to help Washington residents of all ages, who have a visual disability to pursue employment, education, and independent living. Our goal is "Inclusion, Independence, and Economic Vitality for People with Visual Disabilities."
What you will be doing:
As the HR Liaison at the DSB Headquarters Office, you will play a crucial role in providing direct Human Resources support, ensuring seamless coordination between the DESHR and DSB units. Your responsibilities will encompass overseeing internal agency processing, managing recruitments, onboarding new staff, and overseeing timekeeping and performance evaluation deadlines on behalf of DSB's Management Team. Your efforts will contribute to maintaining a consistent, qualified, and committed workforce dedicated to serving DSB's customers with excellence. Additionally, you will serve as the central contact for coordinating HR communications, data, and activities, fostering effective collaboration between DSB and DES HR small agency supports. Your role extends to maintaining the DES LMS system, conducting research on community resources, and managing the agency's resource reference materials. Upholding confidentiality, you will create and maintain digital filing systems for HR/personnel information. Your involvement in representing Human Resources on special projects underscores your integral contribution to positive relationships and processes, ultimately making a meaningful impact on the system and the lives of the individuals served by DSB.Some of what you'll enjoy doing includes:
  • Collaborates with DES HR, DES Payroll, DSB Fiscal Unit, and management staff on HR matters, including recruitment, benefits, leave administration, employee relations, and compensation.
  • Serves as HR Liaison between DSB and DES HR, handling inquiries, resolving technical issues, and coordinating annual Performance and Development processes.
  • Manages personnel data accuracy, drafts and updates HR policies, maintains confidential records, and assists with personnel appointments and terminations.
  • Coordinates employee recognition programs, timekeeping processes, public records requests, background checks, and assists with asset management and inventory for employee Reasonable Accommodations statewide.
  • Assists management and DES HR in recruitment, handling requests, coordinating NEO.gov access, and managing social media and website advertisements for career opportunities at DSB.
  • Leads new employee onboarding, ensuring completion of paperwork, I-9, EAADD, emergency contact, and payroll information. Manages new employee orientation and consults on state employment, benefits, and agency policies.
  • Establishes and maintains a robust onboarding and offboarding program, conducting two New Employee Orientations yearly, and notifying WFSE of newly hired represented staff.
  • Implements a "stay" interview process and employs Lean Practices for organizational structure and documentation within DSB's Digital Drive systems.
  • Organizes and maintains the Wellness Program, leads the agency-wide Recognition Committee, and assigns state training to employees.
  • Coordinates Reasonable Accommodation needs for DSB staff attending DES-provided training, maintains accurate records, and creates and manages the internal DSB training catalog and calendar within the LMS.
  • Tracks staff training, creates eLearning assignments, attends DES Standardization of LMS meetings, and troubleshoots and resolves LMS issues with staff.
  • Other duties as assigned.
Required Qualifications
  • Bachelor's degree with focus in business, human resources, social or organizational behavioral sciences, or related field; OR
  • Equivalent professional experience may substitute this educational requirement on a year-for-year basis.

Preferred/Desired Qualifications:
  • Knowledge of: office procedures and practices; business management practices, research methods and data collections; communication and correspondence practices
  • Ability to demonstrate a high level of proficiency with multiple computer software including but not limited to Microsoft Excel, Word and Outlook.
  • Ability to prioritize workload, multitask and meet multiple deadlines; read, understand, and interpret policies and procedures; develop written reports; establish and maintain effective working relationships internally and externally; communicate effectively, in both writing and speech.
