Purpose:
The HR Benefits Manager position reports to the Director of Human Resources. The HR Benefits Manager guides and administers Human Resource benefits services, including leave administration, onboarding, offboarding, HRIS system maintenance and improvement, and regulatory compliance. Additionally, this role has responsibilities that include support of staff safety, policy development, documentation, staff compensation, workers' compensation, payroll, and internal staff communications.
Location: Illinois (Hybrid Work Schedule)
Duties and Responsibilities:
The HR Benefits Manager performs a wide range of duties, which may vary according to the organizational and team needs. Examples of those duties and responsibilities are listed below:
Benefits

  • Lead the administration and development of benefits orientations and other benefits training for all staff.
  • Manage annual re-evaluation of benefit programs for cost-effectiveness to include a focus on legal compliance, market competitiveness, and internal employee satisfaction.
  • Recommend changes in benefits offered, especially new benefits aimed at staff satisfaction and retention, and manages, administers, and communicates benefit plans.
  • Communicate to staff compliance notices and produce annual and/or ad hoc reports.
  • Plan and administer all employee enrollment activities for new hires, open enrollment, enrollment changes, and terminations related to all benefits plans.
  • Process benefits changes, elections, and COBRA notices in Paylocity HRIS.
  • Develop training programs to educate all staff on the company's benefits programs.
  • Complete monthly invoice reconciliation for all benefits offered and partner with the Accounting and Finance Department to ensure invoices are communicated timely.
  • Review evidence of insurability (EOI) provided by staff, communicate approvals to carriers, and process changes in the Paylocity system.
  • Perform periodic ACA lookback period process/measurement period process and make recommendations for employee eligibility and work hour usage.

Onboarding/Off Boarding
  • Schedule, plan, and administer onboarding and off-boarding sessions.
  • Communicate staff terminations to various departments as well as secure company property.
  • Complete exit interviews/surveys and report on trends annually.

Compensation/Payroll
  • Review and submit for approval staff anniversaries and pay scale step increases timely and accurately
  • Serve as a back-up to process payroll and assist payroll on wage garnishments and other payroll deductions and processing.

Leave Management/Compliance
  • Monitor and maintain SEIU HCII's policies, procedures, and practices requirements related to unemployment, EEO, ADA, FMLA, ERISA, DOL, NLRA, OSHA, and WC.
  • Manage and administer the leave of absence process to include but not be limited to FMLA, WC, ADA, parental leave, STD/LTD, VESSA, etc.
  • Compiles log of reported injuries and accidents, ensuring OSHA and Workers' Compensation compliance.
  • Track, report, and provide guidance to staff on reported cases of COVID-19 or any highly infectious diseases.

Other
  • Act as SEIU HCII Safety Committee member and provide training recommendations and injury reviews.
  • Schedule Wellness focused event and activities.
  • Manage staff communications and feedback through such avenues as benefits meetings, HR Office Hours, intranet use, orientations, and manager trainings.
  • Update all internal HR logs and tracking systems.
  • Participate and attend employee recognition events and member events throughout the year as required.

Scope and Nature of Supervision:
This individual must be able to organize their time and develop and carry out work plans with minimum supervision or daily direction. They must also be able to effectively give and receive feedback, and work together with direct supervisor, peers, organizational leaders, members, and their direct staff, if applicable.

Working Conditions:
Hybrid position. Maybe required to work long hours as needed and to work on weekends and holidays rarely but when necessary.
Other Expectations:
All union staff are expected to lead by example. All staff are expected to respect the organization's processes and work within the organization's framework to resolve internal disputes and issues.
Key Qualification Criteria:
  • Knowledge of HR policies, labor law, health, and other employment benefits such as FMLA, WC, COBRA, IRCA, FLSA, EEO, ERISA, HIPAA.
  • Strong commitment to social justice.
  • Strong analytical skills and attention to detail.
  • Minimum 5 years of Human Resources experience in roles of increasing scope and responsibility with a minimum of 3 years of Benefits Administration experience.
  • Bachelor's Degree (B.A. / B.S.) in Human Resources, or a related field, is required.
  • Professional in Human Resources (aPHR or PHR) certification or SHRM-CP is strongly preferred.
  • Ability to work in a multicultural and diverse work environment
  • Effective writing skills, including the ability to synthesize information into clear, concise messages for analytical reports.
  • Effective verbal communication, including the ability to relate well with others and the ability to adapt style as needed.
  • Ability to work independently, think creatively, manage own time, and take initiative.
  • Sound organizational skills to manage and prioritize work subject to deadlines in a dynamic and changing environment, as an individual and as a member of a team.
  • Carry out assigned responsibilities in a competent and professional manner in keeping

with the Local's overall goals and expectations.
  • Proficiency in Microsoft Office, including Outlook, Word, Excel, Access, and PowerPoint.
  • Experience working with Paylocity and processing payroll preferred.
  • Bilingual English/Spanish is a plus.
