Note: This recruitment will be used to fill two vacancies. Additionally, this role will be open until it is filled - application reviews begin January 2, 2024.

The starting salary offer will be determined based on the successful candidate's qualifications within the budgeted salary range of $78,000 - $98,000 annually. However, there is ability for longevity growth and progression in salary for the individual once employed.

As we embark on a challenging journey to transition to a new ERP system, we're on the lookout for dynamic professionals to join our team. OFM State HR is working on early readiness planning for the HR and Payroll communities to position the enterprise to transition to the new system and this role will play a pivotal part in the success of the readiness efforts.
As an experienced HR and/or Payroll subject matter expert, the successful candidates will work with internal teams and the external community to prepare people and business process for the transition. In this role you will be part of the team developing a readiness roadmap and leading change efforts, offering internal and external HR information systems support, managing workforce reports, and conducting data analysis for various requests.

What you'll do:
  • Leading the State HR charge on HR & Payroll community transition readiness
  • Conducting data analysis to inform strategic decisions and implementation of legislation and policy.
  • Transforming our HR & Payroll business process and data through community engagement and enterprise data analysis, visualization, and reporting.
  • Collaborating with diverse teams and stakeholders for a shared success story.
  • Provide training and system support to help agencies deliver quality services to the workforce.
Required
  • Four years of professional applicable experience in the following areas:
    • Experience as an HR and/or Payroll processor using the states SAP Human Resource Management System (HRMS), and other enterprise systems and reporting tools such as Enterprise Reporting and/or Washington Workforce Analytics.
    • Working knowledge of the state's civil service rules, collective bargaining agreements and agency directives and the impact on HR systems and business process.
    • Knowledge of the State Administrative and Accounting Manual (SAAM) - knowledge of sections that apply to the specific work duties and the ability to navigate and research the manual.
    • Experience conducting business analysis, process improvement and identifying change requirements.
Note: Education beyond a high school diploma/GED may substitute for up to two years of professional experience. Certifications also considered.
  • Analytical and problem-solving abilities.
  • Experience and proficiency working with MS Office Suite, specifically with Excel, Word, Outlook, and PowerPoint.
  • Demonstrated ability to create formulas and graphs using Excel and PowerPoint.

Desired
  • Knowledge and skill in applying qualitative and/or quantitative analytical and evaluative methods and techniques to conduct studies/projects that concern the efficiency and effectiveness of the workforce.
  • Experience with HR & Payroll system migration.
  • Experience in project coordination and change management.
  • Relevant professional certifications:
    • SHRM, HRCI, AIHR or similar HR certification
    • ADP, APA, FPC, CCP, or similar Payroll certification
    • PROSCI or similar certification in Organizational Change Management.
    • PMBOK or similar certification in Project Management
