Position Description
Summary
The primary purpose of this position is to inspect all housing units in the Authority’s Housing Choice Voucher (HCV) program to ensure quality, safe, and affordable housing for residents. The incumbent ensures that units meet all applicable rules and regulations, and completes necessary paperwork pertaining to each unit. All activities must support the mission, strategic goals, and objectives of Beaufort Housing Authority (“BHA” or the “Authority”) and its corporate subsidiaries.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
§ Performs initial, move-in, follow-up, and recertification inspections for HCV properties; inspects for compliance with all applicable regulations and policies, including those of HUD and the city / county Housing Quality Standards (HQS) local building codes and zoning ordinances; informs residents and landlords of results and advises solutions that will correct any HQS deficiencies; establishes and communicates deadline for fixing deficiencies.

§ Sends termination / abatement letters to landlords and residents regarding deficiencies that have not been corrected by deadline; provide list of landlord and tenants subject to rent abatement to designated Authority staff members.
§ Performs rent reasonableness comparability analysis; recommends amount of initial contract rent or rent adjustments based on comparable unassisted housing.
§ Calculates utility allowances.
§ Maintains records of inspections, including copies of deficiency findings and notifications.
§ Performs other duties as assigned.
Education and/or Experience
High School Diploma or GED equivalent required and a minimum of 2 years of experience in public housing, building inspection, or code enforcement. HQS Certification required, or must be obtained within 12 months of hire. Must possess a valid South Carolina driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, Outlook, and web-based application). Must have the ability to learn other computer software programs as required by assigned tasks.
