Examples of Work
- Advises property owner if a Change of Use Permit or Rezoning is necessary;
- Recommends procedures and provides guidance to contractors, craft workers, and owners regarding the City's property/Housing Rehabilitation and construction assistance program;
- Provides property owners and developers a list of licensed Housing Improvement Contractors (HIC);
- Arranges and conducts meetings with the property owners and contractors, both pre-construction and post-construction, concerning home repairs, improvements, and new construction;
- Prepares lead abatement specifications in accordance with federal guidelines regarding the removal and/or control of lead-based paint hazards;
- Inspects the residential or commercial site to determine if the improvement is allowable (exterior and interior renovation);
- Inspects roofs, gutters, chimneys, and other areas that may require the use of ladders; inspects crawl spaces;
- Prepares or develops written construction specifications and cost estimates outlining the necessary repairs and improvements to correct housing code violations on existing structures and/or new construction needs; determines rehabilitation feasibility;
- Reviews construction cost estimates, construction drawings plans, and specifications detailing construction cost estimates for materials and labor necessary to construction projects and ensures the accuracy and completeness of bid packages submitted to contractors;
- Inspects the quality of work performed and of the materials used in the rehabilitation/new construction process to ensure conformance to written specification;
- Recommends withdrawals, partial, and/or final payments to contractors based on agreement compliance;
- Acts as mediator for property owners, contractors, and developers to resolve complaints and disputes concerning the Housing Rehabilitation and new construction of single-family and multi-family projects process;
- Attends training sessions, seminars, classes, and workshops to keep abreast of on-going changes in the field, new codes and regulations, or to maintain a valid certification;
- Coordinates with historical and/or environmental agencies on impact of rehabilitation or construction;
- May coordinate with Red Cross or other emergency service agencies.
Minimum Qualifications
Three (3) years of experience in Housing Rehabilitation, home improvement, single or multi-family residential construction, building codes enforcement, or housing inspection.
Possession of a valid State of Ohio Lead Abatement Contractors License by completion of the probationary period.
Possession of a valid motor vehicle operator's license.

The names of the applicants passing this administration of this exam will be used to create a NEW, OPEN COMPETITIVE, eligible list for this classification. If you are interested in having your name included on the new eligible list, you will need to apply for this exam within the filing period and successfully complete all phases of the testing process. The examination process will consist of a 100% computerized examination covering Reading Comprehension, Problem Sensitivity, Logic & Reasoning, Information Ordering, Mathematical Reasoning, Residential Construction, HVAC, Plumbing, and Housing Structure Knowledge.
The exam is expected to be administered in April. Approved applicants will be notified by mail/email of their scheduled test date and time.
All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate's name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test.
