Description of Work
North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.

The NCORR Specialist Lead for grant closeout and recovery will be responsible for overseeing the Specialist(s) assigned to closing out and recovering federal grant funds. The primary objective of the Lead is to ensure Specialists complete specific tasks related to the processing of files, applications, and awards accurately and comprehensively. If selected, the candidate will be expected to complete grant recovery consultations with appropriate parties to ensure comprehension of program policies, procedures, eligibility requirements, and program benefits. The selected candidate will ensure staff production by establishing metrics and coordinating performance goals for specialists. They will also be responsible for recommending policy or process improvements based on challenges executing responsibilities. The Closeout Lead will approve all time and effort reports from Closeout Specialists. The selected candidate will ensure Closeout Specialists complete trainings when required and assess Specialists for additional training needed. This position requires a comprehensive knowledge of disaster recovery policies and procedures, as well as expertise in utilizing an application and online based system of record. The Lead will be required to communicate and collaborate with all NCORR departments, as well as external stake holders and funders.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Advanced knowledge of CDBG-DR and CDBG-MIT regulations.
  • Thorough knowledge of accounting methods, procedures, and accounting practices.
  • Experienced in understanding, interpreting, and applying federal and state laws and regulations.
  • Skilled to use judgment and theory to a wide variety of situations that are not covered by regulations or precedent.
  • Skilled to develop complex worksheets and reports.
  • Experienced in presenting results of analysis to program administrators and negotiate changes and/or implementations.
  • Skilled in verifying documents and forms for accuracy and completeness.
  • Considerable operational and policy knowledge related to federal programs.
  • Skilled in managing a staff of professional and support positions to achieve program goals.
  • Skilled in program analysis and evaluation.
  • Knowledgeable on how to select, train, and supervise employees engaged in specific program or operational area.
  • Skilled in developing and maintaining effective working relationships with associates, other State officials and the general public.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment; or an equivalent combination of training and experience.
