Job Summary
Under direction, is responsible for the coordination of the intake and processing of applications and program marketing for the Homeownership Incentive Program. Working conditions are primarily inside an office environment. May exercise direct supervision over assigned staff.

Essential Job Functions
  • Coordinates the day to day operation of all Homeownership Incentive Programs
  • Actively markets all Homeownership Incentive Program to the general public, realtors, lenders, etc.
  • Resolves conflicts with realtors, mortgage companies, title companies and applicants regarding the Homeownership Incentive Program.
  • Ensures applications for assistance are complete and reviews mortgage company underwriting for accuracy.
  • Determines client's eligibility (income, availability of funds, etc).
  • Computes the amount of assistance available to client and prepares all documents required to issue commitment and schedules appointment for execution of documents.
  • Explains conditions of assistance and program to applicants at commitment.
  • Orders site specific environmental assessments and lead based paint testing, when necessary.
  • Notifies realtor/owner/buyer of lead test results and tracks abatement.
  • Prepares legal documents for closing and ensures that all documents and follow up is complete before releasing funds for closing.
  • Assists title company closer with HUD-I settlement statement if necessary.
  • Responsible for maintaining related logs and records and preparing necessary reports.
  • Conducts training sessions for realtors and mortgage companies who wish to participate in the program.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements
  • Bachelor's Degree from an accredited college or university.
  • Two (2) years of experience in mortgage loan processing and underwriting.
Preferred Qualifications
  • Bilingual in English and Spanish

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of principles and practices of supervision, training, and personnel management
  • Knowledge of housing programs and assistance available to customers.
  • Knowledge of loan processing practices and procedures.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to prepare accurate and concise reports.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
