Job description

The purpose of this classification is to evaluate, inspect and monitor federally funded housing and construction projects.

  • Conducts field inspections of assigned federally funded housing and community development project sites: inspects building, electrical, framing, footing/slabs, HVAC, plumbing, insulation, gas, water, lead and other items; reviews approved building plans and compares to actual construction; ensures all construction activities comply with applicable local, state, and federal codes, ordinances, and standards; works with contractors and property owners to resolve conflicts, solve problems, and achieve compliance; reports all issues of non-compliance; and prepares, maintains, and submits inspection records and related reports.
  • Receives and reviews eligible construction project plans: determines and prepares cost estimates for labor and materials; and ensures compliance with applicable local, state and federal rules, regulations, codes and ordinances.
  • Coordinates walk-throughs, bid openings, pre-construction conferences, and contract signing: consults with contractors and homeowners regarding project compliance and other issues; and participates in preparing bid packages, conducting pre-bid and pre-construction meetings, negotiating scope of services and change orders, and other project related activities.
  • Prepares and maintains records and documentation for assigned projects, such as licenses, insurance documents and warranties for contractors and subcontractors, project budgets, schedules and contracts, etc.; reviews, completes and submits records and documents as required.
  • Maintains a comprehensive and current knowledge of applicable laws, regulations, and standards: maintains an awareness of construction methods, materials, inspection practices, and trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.
  • Perform other duties of a similar nature or level.

Education: High school diploma or G.E.D.
Experience: Two (2) years of experience operating equipment in the construction, repair, and/or maintenance of public infrastructure or a related field
Knowledge/Skills/Abilities:

  • Considerable knowledge of construction and general contracting principles.
  • Familiarity with state and local housing and building codes.
  • Knowledge of Construction cost estimating, and inspection techniques.

Licensing/Certification:

  • Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
  • Must possess or obtain International Code Council (ICC) certification within 12 months of hire.

  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  • Physical Abilities: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, water hazards, disease, pathogenic subtances, or rude/irate customers.
