Job description

Job Summary:

The Housing Development Assistant provides critical support to the Housing Development department, and is supervised by the Director of Housing Development . This position assists in all aspects of real estate development throughout the life cycle of projects from identification and funding through completion. Demonstrated experience in self-directed work, project management, and related fields preferred. Position requires 30-40 hours per week. Pay to be commensurate with experience.

Duties/Responsibilities:

Predevelopment Period

  • Provide staff support to the Project Committee of the Board
  • Prepare request for proposals for various professional services, including architecture, environmental studies, appraisals, market studies; oversee and document procurement and selection process.
  • Assist in analyzing properties for development and redevelopment including researching zoning requirements, researching previous funding, environmental or title issues.
  • Assist with the coordination all professionals throughout the feasibility study; assist with putting study in presentation format for the board of directors for their review process.
  • With the Director of Housing Development , work to secure pre-development and development funding by drafting applications to appropriate local, state, federal and private funding sources.
  • Provide support in the development of the pro-forma, collecting historical building cost information and other research.
  • Provide staff support to consultants in the permitting process.
  • Coordinate with Property Management in design process to secure input into project plans and specifications.
  • Work with development team to develop relocation plan, to hire relocation specialist, and to coordinate all aspects of tenant relocation.
  • Develop and manage the fixtures, fittings and equipment budget (FFE).
  • With the Director of Housing Development, oversee procurement, bidding and documentation of construction services

Construction Management Assistance

  • Provide assistance and record-keeping for all compliance activities related to development projects including but not limited to Davis Bacon, procurement, tenant relocation, URA, and Environmental Review processes, as needed.
  • Attend project construction meetings when the Director of Housing Development is unable to do so.
  • Work to transition the completed project to Property Management; coordinate building training for maintenance/property management.
  • Maintain records and reports.

Required Skills/Abilities:

  • Well-Organized Self Starter: Must be able to work in a multi-tasking environment of significant responsibility and competing priorities. Must feel comfortable working alone. Must be able to manage multiple priorities, interests, and deadlines in a professional manner. Efficient use of time, organization and attention to detail are essential to success.
  • Effective communicator: Must convey the purpose of the organization well at all times. Must be able to clearly and respectfully articulate problems, concerns, and potential solutions.
  • Team Player: Must function well in a small office and be cooperative with and supportive of coworkers.
  • Writing and verbal skills: Must have good ability to communicate in writing and verbally with a broad array of parties whose interests often differ and conflict. Sensitivity to audience, clarity, brevity and ability to articulate what is needed are necessary.
  • Technical skills: Must have proficiency in computer word processing, spreadsheet (especially Excel) and database programs (experience with Classic & other property management software a plus). Must be comfortable with office equipment including copier, fax, computers, etc.

Education and Experience:

  • Three years nonprofit administrative experience preferred.
  • Associate’s degree preferred
  • Affordable housing experience preferred.

Physical Requirements:

  • Prolonged periods sitting at a desk and working at a computer.
  • Some potential work in field, where temperatures may vary from hot to cold.
