Description

JOB FUNCTION: The Housing and Community Development Manager will be responsible for project management, the planning, implementation and production of housing units within the overall strategic plan for neighborhood revitalization across the Gateway CAP footprint, along with coordination of the development process from concept to completion.

ESSENTIAL FUNCTIONS:

  • Implement a comprehensive neighborhood revitalization project to meet production goals and revitalization plans for the organization. This will include assembly of vacant land for new HOUSING AND/or for restoration of housing; identification, application and coordination of grants and loan financing sources for each project; creation and management of project budgets and time lines; project management consultants, and contractors to deliver the housing units within the strategic plan.
  • Oversight of all day-to day activities to complete projects including regular job meetings, trouble shooting, approval and processing of payments to contractors, and monitoring of construction work.
  • Creation and maintenance of a neighborhood wide housing inventory that lists all vacant houses, for-sale houses, build able lots, and deteriorated occupied buildings.
  • Development of credit counseling and home-ownership programs that will stimulate an extensive pipeline of buyers for Gateways housing rehabilitation efforts.
  • Development of an annual operating budget for the housing program and monitoring and revising the budget as needed throughout the year. Preparation of proposal and grant applications for private and government support for the housing programs operating budget and housing production goals. This will include maintenance and renewal of funding sources for specific development projects, preparation of loan applications for all real estate transactions, and maintenance of strong working relationships with all lenders.

ADDITIONAL RESPONSIBILITIES:

  • Conduct outreach, resource networking and garnering community involvement and support.
  • Arrange and prepare events, meetings and other business necessary to carry out HOUSING AND economic development goals.
  • Serve as a liaison to the community, property owners, grantors and funders.
  • Organize contracts, reports, invoices, and perform administrative duties.
  • Meet deadlines as delineated.
  • Knowledge of computer and basic office equipment
  • Knowledge about real estate and the local real estate market including conducting market analysis.
  • Orientation to the needs of the community.
  • Ability to work independently.
  • Other duties as assigned.

QUALIFICATIONS:

  • Bachelors Degree.
  • Real Estate experience and/or real estate project development experience.
  • Knowledge of affordable housing, COMMUNITY DEVELOPMENT and construction management is desirable.
  • Professional experience with non-profit or community related work.
  • Valid drivers license.
