Description
The Homeland Security & Emergency Management Director coordinates planning, preparing, responding and recovering from actual and potential disasters. This position is also responsible for the county wide employee safety program, policies and training as well as managing a twenty-person rescue squad and equipment. Advises county in ADA and OSHA compliance and manages ergonomic evaluations at employee workstations. Supervises Deputy Director and Office Support personnel.
Job Duties
Emergency Management:
1. Respond as part of unified command structure to emergency call outs via Emergency Managment or Command Post whenever needed. Liaison with county, state and volunteer response agencies in planning and response. Attend fire chiefs' meetings, Emergency Management Advisory Council and all HSEM meetings. Assist in emergency planning with public health, DNR, nursing homes/long term care facilities, schools and other facilities as requested. Work with FEMA and local public agencies on damage assessments and disaster reimbursements.
2. Coordinate with Assistant Director to ensure 24/7 county coverage.
3. Monitor working condition of emergency warning sirens throughout the county. Monitor and test IPAWS. Lead/Coordinate drills (function/full-scale/tabletop).
4. Update and maintain Emergency Operations Plan and Hazard Mitigation Plan.
5. Maintain Emergency Operations Center and rescue training rooms for county agency trainings. Assist the Community Emergency Response Team in disaster response training,
6. Apply and report on Homeland SecurityEmergency Management Grants and Emergency Management Performance Grants. Produce and submit annual department budget.
Rescue Squad:
1. Ensure compliance with county and rescue personnel requirements including discipline, when necessary.
2. Ensure compliance with mandatory training levels, equipment procurement and maintenance.
3. Track calls and response percentages.
4. Attend monthly business and training meetings. Produce and submit annual department budget.
Safety:
1. Coordinate quarterly safety meetings, annual/bi-annual safety audits and liaison with Safety Coordinator.
2. Coordinate county wide tornado and fire drills.
3. Coordinate hearing test, fit testing and ergonomics assessments.
4. Monitor annual employee safety training completion.
Qualifications
Associate's Degree in related field plus eligible experience to obtain required certifications and experience in a supervisory role. This position requires a Minnesota Emergency Management Certification, Federal Emergency Management Certification and National Incident Management System Certifications. Must continue training to advance knowledge and acquire required continuing education credits.
A demonstrated ability to communicate effectively is crucial, as the incumbent must represent and serve as spokesperson of the County to community organizations, government bodies, law enforcement and the public.
