- Solicit, interview, request, and analyze competitive proposals from third-party HOA Management companies and set up initial HOA Management contracts. Monitor performance and take appropriate action when underperforming.
- Assist internal and external counsels as applicable in the preparation, execution and recordation of all creation documents including but not limited to DCC&R's, By-Laws, Articles of Incorporation, and the establishment of an HOA Board of Directors. Determine HOA structure to best align with home products offered, anticipated amenities, and other characteristics of the community.
- Work with legal counsel to understand and include all relevant disclosures in HOA Documents.
- With the support of third-party management companies, establish and review build-out budgets, annual budgets, and recommend initial and ongoing assessments to the Development Team.
- Work with production department to prepare and distribute appropriate Design Guidelines for product offerings and ensuring all Districts' guidelines are adhered to as applicable.
- Supply all needed information and over the preparation of the Reserve Study, analyze results and adjust HOA assessments as applicable.
- Review and approve monthly/quarterly invoices and address budget concerns.
- Manage and review all Declarant funding needs and requests.
- Serve on the Acrhitectural Review Committee and review and approve homeowner requests until turnover.
- Sit on all HOA Boards and attend and partake in all annual meetings, quarterly board meetings, and special meetings.
- Participate in turnover of common area amenities and lots from developer to the HOA.
- Work with third-party management companies and vendors to establish initial maintenance vendors and finalize contracts for civil components that HOAs will maintain.
- Manage and review preparation of Special Warranty Deeds, Annexation documents, and Development Area Declarations
- Oversee the consolidation of tracts and valuation as common areas for tax purposes.
- Monitor communities for turnover status to residents, update community's budget and financing prior to turnover and handle the turnover of a community to the new resident boards..
- Update Meritage's general ledger for four HOA cost codes on a monthly basis
- Serve as liaison and troubleshoot all HOA's current and post-turnover.
- Conduct regular community inspections to ensure landscaping and general community appearance is maintained and hold third-party managers accountable for their duties.
- Ensure timely preparation and review all public information reports, taxes filings, audits, and other required reporting per local, state and federal codes, legislation, and ordinances.
- Stay current on new legislation as it relates to HOAs and Condominium Owners Associations.
- Serve as the first line of communication between residents and Meritage as it relates to HOA matters.
Qualifications
- Bachelor's Degree in related field, or three years of hands-on HOA experience
- Minimum of five years of experience working in the property management or homebuilding industry, preferably in Customer Service, Land Development and/or Entitlements/Acquisitions
- And, three years experience overseeing HOA's and public report preparation for a major homebuilder
- Strong overall real estate acquisition and development knowledge with an emphasis on community relations and management. Real Estate paralegal background, is preferred
