Overview
Housing & Neighborhood Services creates vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to maintain safe and healthy standards of living and improve the appearance of communities; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.
Summary
The City of Charlotte's Housing & Neighborhood Services Department is hiring a Youth Programs Associate within its Youth Programs Division. This dynamic division is a recognized leader in supporting residents and youth in creating communities and careers they want through comprehensive information, inclusive planning, resource support and celebration of accomplishments.
This position is part of the Youth Programs team and reports to the Mayor's Youth Employment Program (MYEP) Manager.
Major Duties and Responsibilities
Building Constituent Relationships & Networks
  • Cultivate and manage relationships with regional businesses & organizations to recruit qualified program partners to host or financially sponsor high school-aged youth for paid summer internships.
  • Communicate regularly by phone, email, virtual meeting and in-person with host employers and other program partners, using a CRM to track prospects and relationships.
  • Counsel, guide and advise prospective host employers in completion of complex application & contract process, including insurance requirements, host employer guidelines, financial obligations, and other information.
  • Develop, implement, and maintain key recruitment initiatives to help facilitate recruitment of qualified host employers including:
    • interdepartmental collaboration
    • attending professional association meetings & events
    • other activities as identified by Youth Programs Manager
  • Support Team Ambassadors and program staff throughout applicable Youth Programs processes and seasons
  • Staff and assist with the planning and coordination of special events as needed.
  • Identify & stay abreast of current employment trends in various industries of greatest potential interest to Charlotte youth.
  • Serve as a resource to other departments, represents the program & department at activities/events/meetings/conferences.

Program Management and Communication
  • Plan & execute marketing campaigns, including print, digital, web and social media, to target audiences such as high school students, parents, counselors, prospective partners and stakeholders.
  • Conduct analysis on effectiveness of marketing programs and make recommendations on marketing strategies for Instagram, LinkedIn, and Email campaigns.
  • Support development & execution of annual enrollment plan to achieve or exceed annual training, conversion, and matriculation targets.
  • Assist with the data management & communications to Youth Programs applicants.
  • Assist with the implementation and completion of student application reviews through Spark Hire platform.
  • Stay informed of national, state, and local hiring practices, guidelines and labor related issues pertaining to internships.
  • Work evening & weekends as needed.
  • Perform other related duties as assigned.

Administrative
  • Assist with program assessment through electronic communication & surveys.
  • Collect and document records of student participation in programs.
  • Assist Youth Programs Manager with administrative support as needed

Knowledge, Skills & Abilities
  • Interest, enthusiasm, and experience working with diverse group of colleagues, partners, and youth in fast-paced environment.
  • Strong oral & written communication skills as well as experience teaching, training, and facilitating.
  • Ability to develop and deliver dynamic and effective presentations.
  • Demonstrated proficiency with various technology platforms, such as:
    • Microsoft Office
    • Adobe Creative Suite
    • database systems
  • Ability to create engaging media that tells a story.
  • Self-starter with ability to work well in team-based environment under limited supervision with effective interpersonal skills and high energy.
  • Proven ability to use effective judgment.
  • Analytical ability as well as strong critical thinking and problem-solving skills
  • Ability to work on multiple projects effectively and simultaneously.
  • Excellent reading comprehension skills.
  • Strong organizational, planning and time management skills.
  • Ability to learn strategic enrollment management processes and programs.
  • Have access to reliable transportation as off-site meetings may be necessary.

Preferred Qualification
  • Bachelor's degree and 3 years of experience in career services, human resources, recruiting, corporate recruiting, secondary or higher education, or related field.
  • Experience with internship coordination, career assessment tools and knowledge of career development theory & counseling.
  • Experience building partnerships with external organizations.
  • Advanced proficiency using Microsoft office products.
  • Bilingual (English/Spanish) preferred, but not required.

Minimum Qualifications
High school graduation or equivalent and three years relevant work experience, OR Associate's Degree and one year relevant work experience, OR Bachelor's degree.
Conditions of Employment
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
