Job description

 Reports to City Planner and the Architecture Preservation Manager.

GENERAL FUNCTIONS:

 Provides support and assistance to the Historic Architectural Preservation Manager. This is a highly advanced professional position that works specifically with Historic Architectural preservation matters, including technical analysis of Certificate of Appropriateness applications, daily contact with the public regarding historic preservation and development matters that are proposed within the historic zoning districts and buildings, structures, and sites under the Historic Architectural Review Commission. Assists in the implementation of the Historic Preservation Chapter of the Land Development Regulations and the Historic Architectural Guidelines. Assists in the planning process and public outreach pertaining to new proposed projects in city properties within the historic district. Manages special projects as assigned by the Historic Architectural Preservation Manager and the City Planner to accomplish historic preservation goals.

 Computer literate and keyboard/mouse proficient.

 Able to utilize and interpret diverse documents and resources in researching appropriate response to questions relating to ongoing and future historic preservation planning issues and projects.

 Able to climb stairs, ambulate over paved and unpaved terrain, inside and outside, pre, mid and post construction sites in all types of weather conditions.

 Must have experience in architectural design related to historic buildings and sites and hands-on experience with architects, engineers, and professionals in the design field.

 Must know how to read and interpret construction plans and specifications pertaining to historic preservation.

 Knowledge of Federal, State, and local government regulations pertaining to Historic Preservation, nominations to the National Register of Historic Places, and all applicable programs that regulate historic preservation.

 Able to attend evening meetings.

 Strong public speaking and presentation skills.

EQUIPMENT TO BE USED:

 Personal Computer and related City licensed software, City mainframe system, as well as other job specific software, photocopier, and telephone system.

ENVIRONMENT:

 Air-Conditioned office and outside in all weather conditions.

DUTIES/TASKS/JOBS

 Assists the Historic Architectural Preservation Manager to advise staff, boards and agencies pertaining to historic preservation matters as required.

 Reviews Certificates of Appropriateness and assists in the Historic Architectural Review process.

 Assists the Historic Architectural Preservation Manager in his/her duties and is part of staff support to the Historical Architectural Review Commission.

 Provides technical assistance to City agencies, developers and property owners concerning appropriate changes or modification of properties within the historic district and historic properties.

 Executes research, analysis and prepares reports for the Historic Architectural Review Commission, Planning Board and City Commission as required.

 Assists to coordinate short- and long-term planning processes and design city projects proposed within the historic district and historic properties, including community outreach, analysis, design procurement and meeting facilitation.

 Assists in promoting public education, awareness, and appreciation of historic, architectural, and archaeological resources.

 Provides and explains historic preservation regulations and the U.S. Secretary of Interior’s Standards and Guidelines for Historic Preservation to the public, professionals, and contractors.

 Researches and drafts historic preservation regulations, as required.

 Assists architects, engineers, and designers to fulfill design strategies compatible with the Historic Architectural Guidelines and the Secretary of the Interior’s Standards and Guidelines.

 Independent decision making required to perform complex reviews and analyzes constructions plans submitted for building permits for structures within the historic district and historic structures for historic preservation regulations compliance.

 Performs advanced and special projects related to historic preservation, executes research, and provides all required reporting as assigned by the Historic Architectural Preservation Manager and/or City Planner.

REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS:

 Strong technical orientation with experience in review of Certificates of Appropriateness and historic preservation planning and development plans.

 Strong knowledge and ability to read and understand architectural plans, site plans, Sanborn Insurance maps, surveys and construction plans.

 Knowledge and experience in architectural design, architectural modifications, construction principles, construction materials decay, and urban context to aid applicants in achieving their goals while meeting Historic Architectural preservation regulations.

 Knowledge of the U.S. Secretary of Interior’s Standards and Guidelines for Historic Preservation and knowledge of or ability to understand the City’s Historic Architectural Guidelines and Land Development Regulations pertaining to historic zoning districts and historic buildings.

 Strong statistical orientation, with database management experience.

 Knowledge of or ability to quickly learn City licensed software and City mainframe system GIS, as well as software necessary to perform the job.

 Ability to promote and maintain harmonious working relationships with diverse community agencies, groups and advisory boards; Federal, State, County, and City officials, as well as individual members of the general public.

 Strong verbal and written communication skills.

 Ability to analyze construction, repair and restoration techniques and methodology pertaining to historic buildings.

 Ability to make public presentations, respond to public inquiries and work with property owners, developers, architects, engineers and contractors.

 Ability to work independently.

 Must possess and maintain a valid Florida driver’s license.

 Experience at the municipal government level in historic preservation planning or related research is preferred.

 Bachelor’s degree in Architecture or Design/Architecture required with at least one year of experience in the Historic Architectural preservation field to include architectural design and modifications, construction materials decay, and construction principles. Masters in Historic Preservation, Regional or Urban planning, preferred.

 Knowledge of and ability to incorporate regulations and requirements of the Certified Local Government Program.

 Knowledge of the requirements for listing structures, sites and monuments in the National Register of Historic Places. Demonstrated ability in the preparation of such nominations.
