Summary
Under general supervision, the Heavy Equipment Operator performs a variety of unskilled and semi-skilled maintenance work and operates a variety of equipment in the construction, operation, repair, and maintenance. This position is a tentative "At-Will" appointment and subject to a probationary period of twelve (12) months from the date of hire. Upon successful completion of a probationary period, a non-management employee shall be granted regular status in the classification in which the probationary period is served.
Essential Functions
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:
  • Maintains roadways by cleaning away debris and waste, repaving potholes, re-striping crosswalks, stop bars, and handicap crossings; replaces street signs.
  • Maintains rights-of-way by repairing sidewalks, installing handicap ramps and sidewalks, and replacing curbs and gutters.
  • Removes snow and spreads cinders on icy roadways.
  • Sets up and removes barricades, lane cones, and warning signs to channel traffic around work crews.
  • Drives trucks of various sizes and weights and participates in the loading, hauling, and unloading of various equipment, gravel, and sand.
  • Performs routine inspection and preventative maintenance on assigned equipment and refers defects or needed repairs to supervisors; cleans equipment; ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
  • Operates light and medium sized construction and power equipment, such as mechanized broom, truck or backhoe, loader, and dump truck.
  • Prepares, pours, and finishes concrete for concrete projects.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Performs required labor involved in construction and maintenance projects as part of a crew, including ditch digging, backfilling, and compacting.
  • Supervises inmate workers and crews.
  • Performs related duties as assigned or required.

Minimum Qualifications
Education, Training, and Experience Guidelines
High school diploma or GED equivalent AND two (2) years of construction, maintenance, and repair experience which includes the operation of machinery; OR an equivalent combination of education, training, and experience.
Knowledge of:
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Equipment, facilities, materials, methods, and procedures used in street maintenance, construction, and repair activities.
  • Equipment maintenance and repair methods.
  • Work safety policies, procedures, practices, and equipment.

Skill in:
  • Following written and verbal instructions.
  • Providing effective supervision to inmate workers and crews.
  • Operating a variety of tools, equipment, and machinery.
  • Performing heavy manual tasks for extended periods of time.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
Must possess a valid Arizona driver's license. Must possess a valid commercial Arizona driver's license or obtain license within six (6) month of hire. Must have the ability to quality for the Arizona Department of Corrections Inmate Supervision Program.
Physical Demands/Working Environment
Work is performed throughout the City at various projects sites and requires exposure to various outdoor weather conditions, potentially dangerous tools, equipment, and machinery, and hazardous fumes and chemicals. May be required to lift and move objects weighing up to 50 pounds.
