Title: Health Safety Environmental and Security “HSES” Manager.
Reporting To: Director of Safety
Location: New Castle, DE (On-Site)
Compensation: $95,000 - $105,000 Per Year

Job Disclaimer (CANDIDATES PLEASE READ):We are seeking a highly experienced and knowledgeable Environmental Safety Manager to join our team. This is a full-time role in a manufacturing setting, and we need someone with a strong background in environmental safety. Please note that we are not considering consultants for this position. The successful candidate will be responsible for overseeing safety and environmental activities, ensuring compliance with regulations, and promoting a culture of safety within the organization.
Job Summary:
The HSES Manager is responsible for overseeing and maintaining compliance with regulatory and accreditation requirements, including EPA, DNREC, NJDEP or CT DEEP, DHS, TSA, USCG, USDOT, OSHA, and ISO/RC 14001. They will ensure that all company activities prioritize the health and welfare of employees. Reporting to the Senior HSES Manager, they will coordinate with the Plant Manager to execute their responsibilities effectively.
A Day In The Life:
The Health Safety Environmental and Security (HSES) Manager role is an on-site position, with working hours from 7 AM to 3 PM or 8 AM to 4 PM, Monday through Friday. The schedule includes a lunch break. Responsibilities include maintaining regulatory compliance, directing compliance programs, coordinating training activities, overseeing safety audits, managing hazard communication and site safety committees, and supporting emergency response activities. The HSES Manager also ensures the implementation of personal protective equipment programs, storm water and wastewater programs, and environmental permit programs. Regular walkthroughs of all departments are conducted to ensure HSES compliance.
Responsibilities:
  • Oversee the daily workflow of the department.
  • Maintain knowledge of regulatory requirements and ensure compliance.
  • Direct and participate in safety processes and audits.
  • Assist departments in complying with HSES policies and procedures.
  • Review and ensure compliance with ISO/RC and other requirements.
  • Assure compliance with established regulatory compliance plans.
  • Assist with safety audits of customer facilities.
  • Investigate accidents and incidents and implement corrective actions.
  • Oversee training programs and conduct orientations.
  • Manage hazard communications and safety committee programs.
  • Implement and observe the personal protective equipment program.
  • Manage storm water and wastewater programs.
  • Participate in task groups and trade groups.
  • Manage environmental permit programs and reporting.
  • Manage Workers Compensation claims and return-to-work strategies.
  • Ensure HSES compliance through regular walks and support emergency response activities.
Must Have Skills/Abilities:
  • Extensive knowledge of environmental regulations and policies.
  • Strong working knowledge of production processes in a manufacturing setting.
  • Excellent analytical and problem-solving skills.
  • Effective oral and written communication skills.
  • Proficiency in Microsoft Office Suite speicifically Microsoft Excel.
  • Ability to interact with all levels of employees in the company.
  • Must meet physical requirements such as standing for extended periods, lifting up to 40 lbs, and working on elevated surfaces.
  • Must be able to pass a respirator fit test for the use of an SCBA.
  • Interact with Maintenance Supervisor, Plant Management, and upper management on a regular basis.
  • Prioritize tasks effectively in a multitasking environment with changing priorities.
  • Pass a 10-panel controlled substance test and random testing thereafter.
  • Pass a background investigation check and maintain good standing as per TSA's TWIC criteria.
  • Maintain Method 9 Visible Emissions Certification if required by state regulations.
Education and Experience:
 
  • Bachelor's degree in environmental safety, Occupational Safety and Health, or a related field.
  • Five years of experience in managing safety and environmental activities in an industrial manufacturing facility.
  • Working knowledge of EPA pesticide program elements, including federal and state pesticide registration and maintenance.
  • Working knowledge of formulation of construction, land use, and air quality permitting.
  • Knowledge of CT, DE, and NJ state pollution prevention regulations, including familiarity with DPCC and DCR Plans and SPCC programs.
  • Knowledge of ISO certification requirements (ISO 9001, RC 14001).
  • Knowledge of USDOT safety regulations, placarding, hours of service, etc.
  • Knowledge and management of EPA PSM and RMP and NJ TCPA RMP programs.
  • Knowledge of OSHA general industry standards and process safety management standards.
  • Knowledge of facility security and anti-terrorism programs (TWIC, SVA, MARSEC, CFATS, etc.).
