Plan, develop, implement, supervise, and evaluate assigned public health programs.

Your job also involves . . .

Assuring that program staff and community partners work effectively together toward defined goals and objectives of grant and project requirements; and developing program objectives and allocates resources to address identified needs.

JOB FUNCTIONS

Provide consultation, supervision and professional/technical assistance to Health Promotion activities including the Tobacco Prevention and Education Program and the Alcohol and Drug Prevention Program:

  • Assure compliance with Oregon laws and statutes for the Tobacco Prevention and Education Program and the Alcohol and Drug Prevention Program.
  • Meet state annual plan, triennial review and state data and reporting requirements.
  • Meet local requirements for Annual Report.
  • Prepare annual budgets. Monitor and adjust operating budgets monthly.
  • Plan, organize and implement program changes and new programs.
  • Monitor work performance, conduct annual performance evaluations and promotes and facilitates workforce development.

Facilitate community mobilization through developing effective working relationships with partner agencies and individuals and groups that have an interest in serving the County population:

  • Build and maintain community coalitions including contracting, consulting and collaborating as well as representing department programs and promotional campaigns to interest groups, advisory boards, committees and other agencies.

Oversee data collection and analysis of health information relevant to public and community health:

  • Conduct targeted community assessments.
  • Participate in evaluation and interpretation of health research projects and reports.
  • Recommend Health Promotion Programming and policies based on the data.
  • Write, publish and present health and program data and narrative reports.

Coordinates Public Health accreditation activities with the Deputy Director:

  • Serve as a member of the Public Health Managers Team, Public Health QI (Quality Improvement) Team, and the Department Executive Team.
  • Work to ensure the successful implementation of Public Health Modernization programs and practice throughout the organization.

Other functions:

  • Participate in 24/7 on-call rotation for communicable disease.
  • Interact and convene with community partners and resources as necessary to assure population needs are being met.
  • Lead, convene, and participate in team meetings, trainings and activities to further the health of the community.

MINIMUM QUALIFICATIONS


Minimum Education Level

Bachelors

Minimum Experience Level

Two- Three years

Specifics: experience in a public health or community-based health related program.

Substitution Note: Any satisfactory combination of experience, training and education which clearly demonstrates the ability to perform the work, as determined by the Health Department Director.


Driver's License

Oregon Driver's License required


Desirable Qualifications:

A Master's degree in Public Health, Health Education, Social Work, Public Administration or equivalent education in a related field. Certified Health Education Specialist (CHES) credential is preferred.

  • The ten essential elements of Public Health and Population Based Public Health Services, including in-depth knowledge of Health Promotion and education, assessment, data analysis and collaboration skills.
  • Providing services to culturally diverse communities.
  • Administrative principles and practices, program planning, implementation, evaluation and budgets and revenue projection techniques.
  • Community development, promotional and organizational techniques.
  • Current trends, developments, and evidence-based practices in the field.

Skill or ability to:

  • Demonstrate excellent organization, communication, and leadership skills as well as the ability to make decisions independently using tact, good judgment, and excellent critical thinking skills.
  • Physical capability to interact with the public and to develop and maintain effective working relationships and to perform various outreach efforts with staff, community, and state partners and with other agencies.
  • Apply pertinent new knowledge to performance of other responsibilities.
  • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
  • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

WORKING CONDITIONS

Job Conditions: This position requires attendance and participation in occasional evening and weekend meetings, conferences and training events as well as overnight out of county meetings and events.

Work Location: Lincoln County

Travel:Regular travel throughout the county and occasionally out of County, using personal or County Vehicle.

Tasks are sometimes performed with exposure to violence, disease, or pathogenic substances.
