About Grand Junction Regional Center (GJRC)
The Grand Junction Regional Center exists to provide support to individuals with intellectual and developmental disabilities (IDD), medical and psychiatric needs. These individuals live in 11 group homes located in the Grand Junction community. The Nursing Department provides comprehensive nursing care to individuals with IDD served under two distinct licenses, Intermediate Care Facility (ICF) and Home and Community Based Services (HCBS) Waiver group homes in the community setting.

About the Position:
This work unit exists to provide 24 hour, 7 days a week staffing oversight for staff members of Grand Junction Regional Center (GJRC) tasked with providing quality Health Care, personal hygiene maintenance and an active learning atmosphere in a safe and healthy environment for developmentally disabled and mentally ill individuals, who are provided 24-hour treatment services that are in compliance with State and Federal regulations. This work unit is responsible for ensuring the staffing needs of each individual in services are met. This work unit acts as the GJRC Command Center, 24 hours/7 days a week, in the event of a staffing crisis, or emergency in the homes or community that affects the agency. This work unit is responsible for responding to and working as a Health Care Technician in any capacity needed in any home or agency site.
This purpose of this position is to :
  • Assist the work unit supervisor, to ensure the personal outcomes are achieved for people receiving services through the Health Care Technicians assigned to the agency staffing pool.
  • Provides direction for up to 15 direct support staff and coordinates back-up coverage for permanent staff working at the residential sites.
  • Provide 24 hour, 7 days a week residential direct care scheduling oversight for each of the 11 group homes at GJRC, requiring essential skills such as critical thinking, conflict resolution and excellent customer service abilities.
  • Scheduling staff members according to facility-required staffing ratios at each of the 11 group homes per GJRC established procedures, responds to staff call-offs by finding coverage or covering the area for the shortages created by staff call-offs within short time frames.
  • Review leave requests, scheduled time off, and scheduling needs per shift for all residential direct-care personnel. Performs data entry utilizing multiple databases, various software and proprietary scheduling software.
  • During emergencies, utilize/follow GJRC Emergency Response Guide to make notifications to essential personnel, determine appropriate emergency response, request emergency services if needed and document details of each incident for reports and debriefs.
Duties in this position include:
Scheduling, Assigning and Reporting:
  • Independent scheduling and coordinating direct care staff assignments to meet minimum facility staffing requirements as established by the interdisciplinary team.
  • Independently coordinates staffing patterns to ensure a balance of all agency staff to meet the needs of the residents, work units and agency as a whole
  • Maintains appropriate staffing assignments based on the needs of the people, houses and agency.
  • Approves overtime assignments within existing guidelines.
  • Reviews requested leave and determines approval or denial based on monitoring leave accruals and staffing levels at each work site
  • Continuously reviews and adjusts schedules for each residential work unit to meet agency needs and maintain appropriate staffing on each shift.
  • Establish and maintain open communication with all departments and employees within GJRC, respond timely to questions and concerns of others, disseminating pertinent information, special directives and certain information based on need to know basis with supervisors, managers and administration.
  • Produces duty status reports, attendance reports and related staff information using multiple data based programs, various software and proprietary scheduling software.
  • Provides site coverage daily for day and night shifts, including working as a direct support professional to ensure appropriate coverage.

Direct Care Services:
  • Employs De-escalation and Physical Management in addressing a behaviorally troubled resident. Implements treatment plans in accordance with the Individual Program Plan (IPP).
  • Covers and works in living sites due to staffing shortages and scheduled meetings and appointments
  • Documents outcomes of treatments and program implementation timely and accurately. Monitors and reports progress, maintenance and regression according to IPP.
  • Safely operate a motor vehicle when transporting residents around campus or to outside locations.
  • Ensures safe transportation of clients to work area, program area, medical appointments, court hearings and community activities, as well as taking an active part in vocational training.
  • Assists residents with personal shopping; assures legal compliance with all purchases.

Facility Crisis Response:
  • This position will provide coordination and communication during any crisis that occurs during shift.
  • Recommends coverage necessary for emergencies, staff crisis and home emergencies.
  • Staffing coordinator is the hub of communication for any and all crisis/emergency that may arise agency-wide.
  • Staffing Office is the centralized Command Center during major crises or emergencies involving multiple people or homes.
  • Communication with exterior contractors and community safety agencies as needed.
  • Vehicle scheduling, tracking and assignment as needed.
  • Drives to crisis locations to provide coordination and assistance.

General Office Duties:
  • Staffing office is the main information center for direct care staff regarding daily operation
  • Receives multiple phone calls and messages regarding agency needs that may include scheduled and unscheduled leave, emergency situation support, or clarification of policy & procedures, Information is referred to appropriate staff for processing.
  • Enter data into computer systems daily, weekly, monthly. Computer entries can include entries regarding attendance, hours worked, projected coverage needs and staff site assignments.
  • Answers multiple, continuous telephone calls throughout the shift, directing calls, taking messages and making telephone calls to communicate with staff assigned to the 11 homes at GJRC.
  • Utilizes Staffing Office wireless phones for alternate communications, such as push-to-talk, texts and voice calls.
  • Consistently views, studies and makes changes to the proprietary online scheduling software (When 2 Work) to maintain required staffing patterns and perform data input/review. Consistently input, review, and collect data within multiple spreadsheets, created with Microsoft Word and Excel along with Google Suite such as Forms, Sheets, Drive, etc.
  • Operates office multi-purpose copier, scanner, and fax machine, checks voicemail and state computers.
  • Uses multiple software and databases to compute, research, record, and proofread data and other information including forms, reports, and records to obtain specific data needed for requests.
  • Reads email, responds to information obtained, and ensures proper personnel receives responses, including requests for information, scheduling change requests, etc.
  • Maintains current tracking systems, and performs data entry for leave tracking and KRONOS review.
  • Creates tracking systems to compile information requested by governing agencies.
Other Duties as Assigned:
  • Provides direction by assisting with the oversight of up to 15 healthCare Technicians. Provides coaching, on-the-spot counseling, and direction to up to 15 healthCare Technicians.
  • Participate/lead in agency work groups, training sessions, committees and /or in-services to meet agency vision/mission. Appropriate information is shared with staff.
  • This position must be annually certified for the skilled implementation of Safety Care.
  • Will need to drive to various group homes, to help at a living area or assist staff with direct care, outings or appointments.
  • Performs other duties as assigned for business needs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
  • High school diploma or General Education Diploma (GED).
  • Two years (2) of experience in Direct Care
  • Certification or licensure appropriate to the work assigned to the position
Your experience must be clearly documented in your application. Part-time experience will be prorated.
Substitution:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but not for the license/certification requirements or computer proficiency requirements.

Special Qualifications:
  • QMAP trained or LPT license

Conditions of Employment:
  • A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Additionally, you will be required take a drug screen.
  • Shift Work - GJRC is a 24/7 facility. Person in this position must be available to work any shift, any day, and/or any area to meet Agency needs.
  • Colorado Drivers License - license must be valid and unrestricted and remain so throughout employment. Inability to drive a state vehicle, could result in a loss of employment.
  • Travel -Position must travel to remote work sites and must utilize a State vehicle, if available. If not available, must utilize personal vehicle and submit for mileage reimbursement

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
