Job description

DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES:

1.      Coordinate with private, local, state and federal entities to provide detailed programmatic and technical assistance in developing eligible, cost-effective Hazard Mitigation project proposals for potential mitigation grant program funding.

2.      Coordinate and provide training, briefings, technical assistance and general mitigation grant program guidance to potential applicants and other stakeholders; 

3.      Using FEMA Benefit-Cost Analysis (BCA) software, provide technical assistance and training to potential applicants in developing formal BCAs for potential mitigation project proposals.  Review and evaluate BCAs submitted by grant applicants for accuracy, completeness and appropriateness.

4.      Verify all requirements are met for state grant and/or contractual agreements between MEMA and grant recipients, including preparation of scopes of work and budgets for grant projects.

5.      Review and comment on grant applications and engineering plans and specifications for project feasibility, appropriateness and compliance with relevant program guidance, policies, laws and regulations.

6.      Provide general guidance on, coordination on and monitoring of mitigation grant program activities.

7.      Work with MEMA Hazard Mitigation staff to prepare and submit quarterly and final financial and performance reports for federally funded grant activities.

8.      Conduct site visits and inspections at appropriate times during project implementation and at project completion to ensure that projects are implemented in accordance with approved scope of work and all applicable program guidance, policies, laws and regulations.

9.      Review and evaluate project expenses and reimbursement requests to ensure that costs are accurate, necessary, and reasonable and in direct support of the proposed and/or approved grant-funded project activity. 

10.  Validate grant reimbursement requests and coordinate with appropriate MEMA staff to process/approve grant reimbursement requests.

11.  Maintain and update Hazard Mitigation project information in database systems as necessary; perform analysis of data to develop reports of overall grant program progress and effectiveness.

12.  Communicate, interact and respond via telephone/email/letters to inquiries related to grant contract status, performance reporting, reimbursements and other grant related information.

13.  Using FEMA established methodologies and procedures, gather and maintain appropriate documentation to conduct/complete Loss Avoidance Studies (LAS) after mitigation project implementation to determine mitigation project effectiveness.

14.  Other Hazard Mitigation related duties as assigned.

15.  Be present in the State Emergency Operations Center (SEOC) during activations to support operations, with an emphasis on the agency's mitigation needs.

Additional Duties:

May be assigned to participate in, or support training programs, drills, and exercises.

May be assigned to work in or support the State Emergency Operations Center, one of MEMA's Regional Emergency Operations Centers, or a local, regional, or state Emergency Operations Center or command post during disasters, emergencies, incidents, and pre-planned events.  May also be assigned to support field response or recovery operations. 

May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident, or threat affecting the Commonwealth, or in support of pre-planned events or activation of a state, regional or local emergency operations center.

May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities.  Travel may require overnight stays.

May be required to carry and use a two-way public safety radio during duty hours.

Must have basic computer knowledge and experience, and a willingness and ability to learn and use work-related software programs, applications, and technology systems.

Must have reliable transportation to and from work or assigned locations on a daily basis as well as during emergency activations or operations.

Must have the ability to form harmonious working relations with others, and to work well with others and as part of a team.

Fulfill other work-related assignments as required or assigned.

    MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

     

    Substitutions:

    I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

     

    II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

     

    III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

     

    *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
