QUALIFICATION REQUIREMENTS: Applicants must attach to their application individual responses addressing each requirement separately.

  • (1) Must be an enlisted member of the Idaho National Guard - please request waiver of military membership as applying under Announcement #23-69-MW.
  • (2) Must have and maintain a valid and unrestricted state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full legal name specified on the license. ( Do not provide a copy of your driver's license. )
  • (3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. ( At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position. )
  • (4) Must have or obtain within 30 days, and maintain a current, valid State of Idaho Pest Applicator Certification/license (must comply with DoD and Army Regulation requirements). To include License Categories: Ornamental Herbicide, Ornamental Insecticide/Fungicide, General Pest Control, Structural Destroying Pest Control, Vertebrate Pest Control, Rodent Control, Public Health Pest Control, Right-of-Way Herbicide, and others as may be required.
  • (5) Must be able to physically lift materials weighing up to 50 pounds in weight.
  • (6) Must be willing and able to use all required/necessary PPE, such as a respirator (if required) and ensure compliance to proper fitting. Must not have a beard, sideburn or other hair or facial objects (such as piercings) that will negate the effectiveness of the respiratory equipment.
  • (7) Incumbent must pass an initial and annual medical/physical evaluations/examination. Must take annual blood tests to analyze cholinesterase for possible buildup of organophosphates. Rabies Vaccination required due to nature of position and working conditions, as may be required.

Knowledge, Skills and Abilities (KSAs)Applicants must have 36-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.

  • (1) Skill in oral and written communication to explain procedures and findings, coordinate actions, prepare and update pest management plan, develop work estimates and technical specifications, and prepare a variety of reports. Experience in establishing and maintaining treatment plans and application procedures. Experience in data collection, record keeping, and reporting usage of all materials.
  • (2) Knowledge of facility inspections for pest management, identifying entrance exit or habitat for various pests. Experience in building modifications and alterations to prevent pest access to facilities, crawlspaces, and other areas. Knowledge of a variety of pests including their physical characteristics, habits, hiding areas, food sources, and stages of development. Must be able to recognize conditions conducive to pest infestation and be able to detect concealed infestations.
  • (3) Knowledge to select pesticides for specific conditions and results desired and be able to mix standard solutions according to the growth stage of the pest and to control several species with the same application. Can weigh, measure, and mix chemicals. Must be able to completely cover infested areas, including hard to find areas, and use various spraying, fogging, dusting, and fumigating equipment as well as setting and baiting traps.
  • (4) Knowledge of various herbicides and fungicides for vegetation control and disease control. Knowledge of Federal and State laws, requirements which deal with mixing, application, and disposal of restricted use pesticides. Experience in managing, ordering, and storage of bulk pest management products. Knowledge of decontamination and neutralization of restricted-use chemicals following EPA guidelines.
  • (5) Ability to live-trap animals suspected of carrying rabies, such as bats, raccoons, and skunks. Completes required forms and delivers animals to medical lab for testing.
  • (6) Ability in manipulating controls for starting, stopping, backing, and driving vehicles in all types of traffic and road conditions. Experience with ATV, truck, and tractor spray equipment with attachments. Ability to operate gas powered driven pump and hand sprayers. Experience in maintaining, calibrating, and operating pest management equipment. Experience in a wide variety of application methods to include broadcast spreaders, hand sprayers, ATV/equipment mounted spray, etc.

INTRODUCTION: This position is assigned to the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho - Military Division. The primary purpose of this position is to plan, prepare, inspect, apply pesticides, record, track usage, maintain equipment, train other staff members, and utilize other control measures to maintain facilities. Incumbent works independently to control a wide variety of insect, vertebrate, and plant pests at various military installations (Gowen Field and the Orchard Combat Training Center) as well as the Readiness Centers/Armories throughout the state and other CFMO areas of responsibilities. Utilizes Integrated Pest Management (IPM) control methods to reduce and control hazards to IMD employees, stored products, structures, and vegetation. A state vehicle and tools are furnished. Travel within the state is required. As a work leader, oversees the completion of work developed in the IPM plan, provides instruction and assistance to other staff related to the IPM plan, reports back to the supervisor, assists the supervisor in matters of communication, work coverage, employee accountability, training and performance related to the IPM plan.
DUTIES AND RESPONSIBILITIES:
1. Prepares, monitors, and updates the IPM plan. Plans and implements work necessary for the pest control program. Monitors progress of assignments and advises personnel concerning pest control policy, procedures, and proper techniques. Conducts safety briefings and sets timetables and daily shop schedules. Coordinates with activities conducting pest surveillance or pest control to ensure all applicable information is recorded and reported as required. Monitors the use and distribution of pesticides for the Idaho Military Division. Functions as point-of-contact between those individuals who store and apply pesticides (e.g., facilities maintenance staff, pest control contractors, tenant activities, etc.) and activities or individuals who document or deal with pesticide use in their programs (e.g., Environment Office, Safety Office, Fire Department, etc.). Monitors certification and continuing pest management training for pesticide applicators for the Military Division. Coordinates with IMD staff and preventive medicine activities as necessary, to conduct the IMP program. Provides guidance and answers to questions concerning pest requirement. Completes and submits reports on pesticide usage, pest surveillance, and inspection reports required by applicable statutes, regulations, and in accordance with the IMP Plan.
2. Inspects areas known to be conducive to pest habitats, including, but not limited to: buildings, building foundations, walls, crawl space, food storage and preparation areas, garbage collection and disposal areas, drainage ditches, trees, lawns, shrubs, and improved and unimproved grounds, for evidence of infestation or conditions conducive to damage and infestation by weeds, insects, rodents, fungi and rot producing agents, predatory or obnoxious birds or animals or other pests.
