Job Description Summary
Eastern Oregon University (EOU) is currently accepting applications from internalEOU applicants for the position of Grounds Maintenance Coordinator. This position exists within the Grounds unit of the Facilities & Planning Department at Eastern Oregon University (EOU). The Facilities & Planning Department exists to provide the EOU campus with services necessary to maintain and enhance the campus in a safe, long-lived, aesthetically pleasing, and cost effective condition that reflects and strengthens our natural beautiful setting.
The Grounds Maintenance Coordinator reports directly to the Facilities Maintenance Supervisor and oversees the schedules and work of all Grounds Maintenance workers. This position does not conduct performance reviews or disciplinary actions of grounds staff. This position functions under the direct supervision of the Facilities Maintenance Supervisor and assists the Supervisor and Director in the development, planning, budgeting, preventative maintenance of the campus and grounds equipment within compliance of University policies, procedures, and guidelines.
Key Competencies
  • Planning, assisting with budget development, budget monitoring and control, scheduling, and coordination of staff, vendors, contractors, and execution of the landscape/maintenance program. This include scheduling, assigning, and coordinating the work of Grounds Maintenance staff in completion of assignments, while participating and performing Grounds Maintenance duties alongside all grounds staff.
  • Developing and maintaining best management practices, developing written standard operating procedures, and developing written guidelines within the grounds unit, identification of campus landscape issues, challenges, and develop corrective course of action(s). Additional duties include reviewing industry standard and regional standards to determine appropriate staffing levels and mix of staffing (seasonal and/or student workers) to adequate execute the landscape/maintenance goals.
  • This position is directly responsible for the operation, maintenance, and repair program of the synthetic turf field and rubberized track surface in accordance with manufactures recommendations and manufacture warranty requirements towards the effective use and longevity of the field.
  • This position is expected to lead and participate in all duties of maintaining a clean, attractive, and well-landscaped and safe environment of the grounds of EOU.
  • Determines safety equipment requirement/procedures, decides type of equipment required for job, judges weather conditions and their effect on work (i.e. time, quality, and formulation of pesticide applications that are dependent on weather conditions), proper irrigation and Grounds Maintenance techniques.

Position is open to internal EOU candidates only.
Responsibilities
Planning, Coordinating, Evaluation of Landscape Work, Staff, and Projects
  • Conduct, coordinate, and evaluated the planning, assigning, scheduling, and reviewing of work associated with the operation, maintenance, repair, and replacement of infrastructure within the landscape/maintenance program; including ground classified staff, licensed skilled staff such as arborist, plumbers, electricians, contractors, and vendors.
  • Adjusts work assignment and schedules to maintain adequate staffing levels and responds to fluctuating workloads.
  • Evaluates employee performance within the unit and department associated with all work conducted with the landscape program and recommends appropriate performance appraisal to the Facilities Maintenance Supervisor.
  • Assess training needs of staff in the unit and assist the Facilities Maintenance Supervisor in providing appropriate instruction and training. Assist with providing orientation to new employees.
  • Conducts project coordination and task management duties associated with the landscape program. Includes assessing the needs of outside services, reviews and recommends acceptance of bids, independently initiates work orders, coordinates the remodel, construction, or major maintenance of landscape infrastructure including athletic fields, from concept through project closeout. Monitors work of contractors and staff. Writes status reports of ongoing projects providing estimated time, materials, staff, services and supplies. Keeps logs on cost and timeliness of work.

Administrative Duties
  • Tracks, monitors, and forecasts ground budget adherence. Assist in the development of the grounds budget, including scoping and justification of special projects. Develops periodic status reports for review by the Facilities Maintenance Supervisor.
  • Develops Standard Operating policies, procedures, guidelines.
  • Schedule and plans for preventative maintenance, monitors and accounts for the units inventory of equipment, tools, and supplies. Conducts annual physical inventory; disposes of worn, obsolete, or out of date equipment, herbicides, or pesticides in accordance with manufacture guidelines and state and federal regulations.
  • Responds to client and customer work orders, about status, deadlines, issues, and closeout. Conduct performance feedback from client and customers for documentation of employee work used for evaluations within the unit.

Landscape Maintenance Work
  • Performs semiskilled or skilled journeyman level work within the ground unit. Completes ground maintenance tasks, area maintenance, equipment maintenance, and emergency maintenance, including snow removal. Troubleshoot and perform repairs across campus for the landscape infrastructure, parking lots, athletic fields, and facilities.
  • Use specialized skills on campus, including pesticide applications, tree maintenance and trimming, irrigation modification, installation, and expansion.
  • Is responsible for the operation, grooming, maintenance, and repair of the synthetic turf and the rubberized track surface. Work must meet manufactures recommendations and warranty provisions to optimize the useful life of the system while maintaining safety requirements associated for soccer, football, track & field, and other athletic events.

Minimum Qualifications
  • Demonstrated competencies in budget monitoring and control; data and information analysis skills; Excel spreadsheets; database and computer word-processing; CMMS software for work order execution and monitoring; inventory management; and preventative maintenance tracking and execution.
  • Five (5) or more years of experience in supervising, managing, or coordinating staff in grounds, maintenance and facilities type work.
  • Public interaction, knowledge of and experience in interpreting, explaining, and implementing contracting rules and insurance requirements as pertain to OSSHE as applicable.
  • This position requires the willingness and capability to:
    • Work outdoors in high heat and extreme cold temperature inclement weather.
    • Work with and around hazardous chemicals including but not limited to pesticides and herbicides.
    • Work from ladders at heights requiring fall protection measures.
    • Walk, stand, and work from a bending position for extended periods of time.
    • Use, troubleshoot, and maintain a wide variety of machinery, tools and equipment.
  • Requires competence in performing mechanical and preventative maintenance duties.
  • Requires competence in developing, tracking and monitoring budgets.
  • Requires the ability to clearly communicate, listen, and articulate information and duties to a wide audience.

  • Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
