This is a hybrid position; remote work is acceptable. However, office visits are required. Must reside in Florida.
Job Description:
Under the general direction of the Assistant Director of Finance & Administration, the position of Grants & Funding Manager requires professional financial and funding planning and execution of moderate to high difficulty. It is characterized by increasingly specialized knowledge in the financial planning field and a more elevated level of required duties and responsibilities. The Grants & Funding Manager is expected to possess knowledge within funding and finance specialties such as alternative municipal finance, economic development, funding or financial planning/compliance and administration, or construction administration services. Duties include outside funding acquisition, personnel management, work programming and project scheduling, information services, program management, and planning. Duties also include ensuring that the Assistant City Manager/CFO is adequately informed of all pertinent issues that may require review by City Manager. The work is reviewed through conferences, reports, and the effectiveness of the department's outside funding acquisition, programs, and services.
Essential Duties:

  • Plan, execute and manage policies, projects, and programs that will further the goals and objectives of the City.
  • Serve as the City's primary contact in the awareness, application for, and acquisition of grant and other external funding. Identify adequate funding and financial avenues for City projects.
  • Write, submit, and administer federal, state, county, and local grants and loans.
  • Interpret and apply applicable federal, state, county and local codes, ordinances, and regulations.
  • Initiate actions necessary to correct deficiencies or violations of regulations.
  • Conduct research in specific or general project areas, to include environmental assessments.
  • Write and present formal and technical reports, working papers, and correspondence.
  • Identify community and environmental problems, issues, and opportunities.
  • Develop long range plans for community development issues.
  • Ensure that all funds are appropriately safeguarded and administered.
  • Assist in developing strategies to promote economic and community development or efficient land use consistent with community goals.
  • Evaluate adequacy of community facilities or infrastructure in meeting current and project needs.
  • Develop funding and financial initiative plans to implement City improvements.
  • Recommend priorities, schedules, and funding sources to implement public improvements plan.
  • Conduct on-site Davis Bacon Interviews.
  • Conduct on-site American Iron and Steel Inspections.
  • Conduct and submit disbursement requests to various agencies in accordance with project schedule.
  • Assist in project close out and auditing.
  • Ensures compliance with all applicable federal and state accounting and financial reporting requirement. Maintains records and files for audit.
  • Assists in the City's annual financial audit.
  • Construction administration services.
  • Write and present environmental report, reviews, and assessments.
  • Develop project delivery schedules that meet project specifications.
  • Track project progress for monitoring and reporting.

Knowledge, Skills & Abilities
Knowledge of:
  • Principles and practices of effective solicitation and administration of state and federal grant funding opportunities.
  • Principles and practices of business or public administration and program planning, including an understanding of legal responsibilities and constraints.
  • Federal, state, and local laws related to all aspects of departmental operations, with an emphasis on successfully obtaining and handling federal and state funds.
  • Municipal budget development and administration.
  • Motivation methods, conflict resolution principles, and problem-solving techniques.

Skill Level:
  • Excellent written and verbal communications skills.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments and city staff, city officials and the public.
  • Management and team building skills including supervisory, instruction, problem analysis and decision making, planning and organizing, adaptability/flexibility, stress tolerance and time management.
  • Superior customer service skills required including a positive customer service orientation with both internal and external contacts.

Ability to:
  • Develop and manage the department's budget, notwithstanding the demands of seasonal workload variances and capital projects.
  • Effectively prepare and present departmental reports, grants, and research projects.
  • Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other city staff, and the public.
  • Relate to others in a professional, courteous and respectful manner.
  • Maintain a work environment free of discrimination, harassment, and retaliation.
  • Promote diversity and multi-cultural understanding in the workplace and the community.

Minimum Education And Experience Requirements
A combination of education and related experience may substitute for education requirements.
  • Bachelor's Degree in Accounting, Finance, Public Administration, Business Administration, or a related field; and
  • 5 years public sector or municipal administration experience at a supervisory/management level.
  • Possession of or ability to obtain a valid Florida State Driver's License.
