POSITION MANDATE
Resonance is seeking candidates to serve as Grants and Program Manager for an anticipated USAID/Global Development Alliance Activity. The Grants and Program Manager plays an essential role in designing and managing a $7 million grant fund, which will target woman-owned social enterprises and small and medium enterprises (SMEs). In addition, the Grants and Program Manager will manage day-to-day project operations and management, overseeing and coordinating project budget and workstreams, ensuring timely, compliant and responsive implementation of workstreams across four countries and three thematic areas: enterprise acceleration, Extended Producer Responsibility (EPR) and women’s economic empowerment.  The Grants and Program Manager will oversee the work of analysts, assistants, and in-country field staff to manage Grants and coordinate technical assistance.  Lastly, the Grants and Program Manager will coordinate the drafting of regular reports as contractually required.
OUTCOMES / ESSENTIAL FUNCTIONS
  • Successfully design and rapidly roll-out a $7mln grant fund designed to accelerate circular plastics SMEs and social enterprises in South and Southeast Asia.
  • Lead the successful implementation of award and grants management processes, including a USAID-approved grants template, solicitations, communications, applicant portal(s), application processes, application review, pre-award assessments, grantee negotiations, approvals, MEL/reporting/tracking, and closeout.
  • Support successful project start-up, including hiring local country coordinators, opening bank accounts, engaging local lawyers, and facilitating the contract registration process to ensure compliant field operations.
  • Build the capacity of Resonance staff – home office and international- to provide responsive, flexible and compliant grants management support to grantees, including audit worth grants files
  • Manage the project budget, ensuring compliant expenditures as well as transparent financial reporting to funders while meeting company financial performance targets. Supports monthly invoicing, ensuring that required financial forecasts are uploaded accurately and in a timely manner.
  • Ensure timely and responsive program implementation by coordinating internal and funder approvals for expenditures, travel, procurement, staffing etc.
  • Support the Chief of Party to deliver seamless project delivery by aligning internal and consultant staff resources with project workstreams; this includes the recruitment of expert consultants and project staff, on-boarding, and off-boarding.
  • Support the Chief of Party to deliver epic service to GDA members by coordinating the drafting and submission of key reporting documents -work plans, annual reports and budgets.
  • Foster learning and knowledge sharing by overseeing the project SharePoint and ensuring that all files and folders are up-to-date every quarter.
  • Liaise with the Project Operations Team to ensure contract compliance.
  • Manage and/or mentor other home office support staff (Analysts and Sr. Analysts).
  • Provide targeted support to clients and in-country project teams in the following areas: workshop logistics and facilitation, work planning, trainings and staff coaching, and assessments.
REQUIRED EDUCATION & EXPERIENCE
  • MA* in International Relations, Public Administration, Business Administration, or another relevant field  
  • 5+ years of professional experience in Global Development, preferably with USAID-funded activities. 
  • 3+ years project management experience in USAID-funded projects.
  • Demonstrated familiarity with administering USAID-funded grants programs. 
  • Strong knowledge of USAID policies, procedures and regulations. 
*Master’s degree may be replaced with a bachelor’s degree and two additional years of experience
PREFERRED EDUCATION & EXPERIENCE
  • Significant experience in managing USAID-funded grants or other subawards. 
  • Experience with project operations in a S or SE Asia context.
  • Familiarity with enterprise development or women’s economic empowerment programs.
  • Demonstrated experience managing or implementing cross-sector alliances or private sector engagement (PSE), such as Global Development Alliances, with corporate and donor members
TRAVEL EXPECTATIONS
The employee must be able to travel on short notice domestically and/or internationally and up to 30% for work assignments.
WORK ENVIRONMENT & PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
