The Office of Economic Development and Competitiveness (OEDC) partners with local, regional and international economic development agencies, companies, site selectors and decision makers to strengthen communities and grow Washington's economy through increased exports, investment, retention and expansion.
This position is part of the Grants, Contracts & Procurement Unit within the Department of Commerce's Office of Economic Development and Competitiveness. This position conducts project management activities with technical oversight for, Office of Economic Development and Competitiveness projects especially as they related to small business and rural development, at Commerce. The primary responsibility is to manage assigned Office of Economic Development and Competitivenessprojects, contract administration, technical assistance to stakeholders, consultation with work groups, and project assessment and reporting in accordance with state and federal laws and regulations. This position works with Office of Economic Development and Competitivenessclients, stakeholders, elected officials and their staff, accounting staff, as well as federal and state program staff. This work includes negotiating, drafting, executing and managing project/program contracts; processing all associated invoices, and managing project applicants and stakeholders.
DUTIES:
• Manage contracts and programs as assigned from initiation to closure
• Research programmatic requirements and applicable state and federal laws, regulations, and legislative directives to manage projects.
• Maintain cooperative relationships and communication with Commerce, OEDC clients, elected officials, stakeholders, as well as federal and state program staff.
• Monitor contractor compliance with technical aspects of sometimes very complex contracts.
• Ensure implementation of all contractor deliverables is obtained and state and federal requirements are met in a timely manner.
• Manage accounts payable functions for all assigned contracts.
• Notifies supervisor of discrepancies or issues during contract period.
• Manage projects using Contract Management System.
• Understand and communicate project compliance conditions such as: contract documentation requirements; insurance requirements; funding; and related state/federal law and programmatic policy.
• Establish close coordination with state agencies, local jurisdictions, tribal governments and private nonprofits staff in order to ensure timely project formulation, project review, and funds processing, which is appropriately tracked and documented to ensure contract compliance.
• Identify and resolve programmatic, scope of work, or funding condition conflicts, and to engage supervisor and Office of Economic Development and Competitivenessstaff to facilitate/negotiate resolution within state/federal regulations.
• Project and Contract monitoring through onsite or virtual interviews for compliance with state, federal and program requirements.
• Monitoring project and Contract expenditures of applicant funds by identifying funding priorities for applicants within the administration of the projects as well as assisting in the development of funding estimates for quarterly and biennium budget proposals and requests.
• Coordinate project assessments for state impacts and prepare legislative reports when applicable.
• Provide services on state and federal contracting regulations, policies and procedures.
• Obtain the tools and knowledge necessary to execute proper contracts as required by RCW, WAC, SAAM, federal and agency policy.
• Liaise with OEDC Grants & Contracts Managing Director and Commerce's Chief Legal Officer to remain current on contract law and the administrative guidance from the state.
• Ensure all policy initiatives relating to procurement are being executed in an effective and efficient fashion. Specific examples include which contracts have to be competitively procured, filed with DES, posted on the Commerce website, and which must be posted on WEBS.
• Provide technical assistance to clients and stakeholders on assigned Office of Economic Development and Competitivenessprojects.
• Develop and present programmatic, contract management, and other training onsite, at conferences, and workshops, as needed.
• Develop reference materials for assigned Office of Economic Development and Competitivenessprojects and associated tasks.
• Alert clients to key project milestones and guide them through the time extension, project closure, and Contract close out processes.
REQUIRED QUALIFICATIONS:
A bachelor's degree (professional level experience may substitute year for year for the degree)
AND
Three years of professional experience in community, trade, economic development, financial services, or related field.
Commerce Specialist 2 In-Training:
• Bachelor's Degree AND two years of professional experience in community, trade, economic development, financial services, or related field.
"If the applicant/incumbent does not have a Bachelor's Degree, six years of professional experience, or six years total of a combination of higher education and professional experience as described."
• Experience managing and/or understanding the principles, practices and techniques of contracting, including, intent, source of funds, legislation, regulation, and reporting.
What is lived experience? Lived experiences is relevant expertise derived from the accumulated personal life and professional experiences of an individual. Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences. The above listed experience will demonstrate that a candidate possesses the necessary knowledge, skills, abilities, and competencies to successfully qualify for and perform the duties of the position.
Up to two (2) years of lived experience can potentially substitute for professional experience. Relevant expertise derived from the accumulated personal life and professional experiences of an individual. Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experiences, academic or a combination of experiences.
Examples are working in a family run business, volunteer with a community based organization that focused on serving and supporting underserved or vulnerable populations, or any allied experience in economic development, procurement or contracting.
Seven years total of a combination of formal education, beyond high school equivalence (to include relevant college level coursework, technical and/or vocational education and/or certification programs) and professional experience as described, which could include but are not limited to:
  • Four years of formal education AND three years of professional experience in community, trade or economic development or program administration.
OR
  • Five years of professional experience in community, trade or economic development, including program administration and two years lived experience (see below for definition of lived experience).
OR
  • Seven years of professional experience in community, trade or economic development, including program administration.
OR
  • Two years of formal education plus five years of professional experience in community, trade or economic development, including program administration.

  • A graduate or advanced degree may substitute for one year of the required professional experience.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.
