Inland Counties Legal Services, Inc. (ICLS) is seeking a Grants and Compliance Manager to join our Exec Team. ICLS is a nonprofit organization providing legal services to persons of limited financial means residing in Riverside and San Bernardino Counties. ICLS targets services to older adults and those in the greatest social and economic need. Legal services are provided by attorneys or paralegals under the direct supervision of an attorney. Levels of service include advice and counsel, limited action (includes negotiations and preparation of legal documents), and direct representation before administrative law and civil courts.  

ICLS provides legal assistance in several legal areas, including eight practice groups: Consumer, Elder Law, Housing, Family Law, Immigration, Systemic & Impact Litigation, Health Law, and Public Benefits/Education. ICLS also operates a robust Pro Bono Program providing a range of legal services addressing specific community needs, including a Small Business Clinic, Guardianship Program, Expungement Clinic, LGBTQ+ Services Program, Special Education Clinic, and more. Overview of Position: 

This position has overall responsibility for conducting and supervising grant and funder administrative project management, and for ensuring ICLS compliance with all applicable LSC and any other funder regulations, and grant conditions under various funding sources. This position works very closely with Executive Director, Deputy Directors, Chief Financial Officer, and Practice Group Directors on funder applications. Furthermore, this position is responsible for the coordination of RFPs and application information with staff involved in preparation of funding applications prior to submission; timely submission of applications; coordinate (when necessary) and prepare and submit programmatic monthly, quarterly, semi-annually and year end funder reports; preparation and submission of any required notifications to funders prior to acceptance of awards; and distribution of grant/funder materials to staff as appropriate. This position reports to and receives general direction from the Deputy Director of Operations and other members of the ICLS Management Team. This position serves as the primary contact for funders related to applications, reporting, and any other administrative issues. Must have a demonstrable commitment to understanding and addressing the legal needs of California’s low-income and vulnerable populations.

 

Specific Duties and Responsibilities: 

  • Attends ICLS management meetings; works closely with other members of the management team to draft and ensure compliance with ICLS policies and procedures.
  • Acts as the LSC Compliance Officer for ICLS and funder administrative point of contact
  • Reviews LSC and other funder regulations and grant conditions.
  • Reviews grant conditions and local, state, and federal laws related to non-LSC grant funding requirements and ensures ICLS compliance.
  • Ensures that ICLS has necessary checks in place for case management/timekeeping software. Spot checks ICLS files/offices to ensure compliance.
  • Provides LSC Compliance training as requested/scheduled for employees.
  • Coordinates, administers, and manages grant-funded projects. Prepares or coordinates preparation of various statistical, financial, or client demographic reports required by funders.
  • Oversees, coordinates, and attends monitoring reviews by various funders.
  • Researches and prepares new grant proposals and applications.
  • Provides support to different ICLS groups to prepare and submit grant proposals/applications.
  • Initiates and maintains relationships with prospective and current grant partners.
  • Informs appropriate staff members of grant requirements and details. Provides grant-related training where necessary.
  • Creates and maintains grant chart showing grant cycle, geographical areas covered, project client eligibility, and special grant requirements or other pertinent information as necessary.
  • Creates and maintains calendars of tasks and duties related to each grant-funded project; ensures that grant requirements are met.
  • Schedules, manages, and attends project meetings with staff members and grant collaborators/partners.
  • Attends funders’ meetings and trainings as appropriate.

 

Desired Education, Skills, and Experience

  • Must possess or be able to quickly develop deep knowledge of LSC Regulations, CSR reporting requirements, Uniform Grant Guidance, California Business and Professions Code Funding for the Provision of Legal Services to Indigent Persons section and other relevant requirements imposed in connection with local, state, or federal grant funding.
  • Ability to professionally represent ICLS to funders and sub grantees.
  • Ability to diplomatically work with and engage ICLS staff to aid in the completion of related tasks.
  •  At least 5 years’ experience working in the legal services community. Working with an LSC funded organization strongly preferred.
  • At least 3 years’ successful experience in working with federal grant applications across multiple software platforms.
  •  Must be capable of conducting searches and preparing reports in ICLS’s case management database system. Experience with Legal Server (case management software) preferred.
  • Must be able to visit ICLS offices and attend meetings and/or other functions at various locations throughout the service area. Occasional out-of-area travel and overnight stays may be required.
  • Must have excellent writing and proofing skills.
  • Must have strong technical skills and knowledge with Microsoft 360, including Word, Outlook, and Excel.
  • Bachelor’s degree, or equivalent combination of work experience and education preferred.

 

Work Environment and Physical Requirements

  • Ability to work in a typical office environment with typical office hazards such as sustained computer use.
  • Ability to have flexible work schedule including occasional evening and weekend meetings/assignments.
