Job description

GENERAL DESCRIPTION OF POSITION

This position is responsible for the coordination of grant researching and writing; administering grants and outside funding to ensure City grants are properly administered, recorded, spent, documented and reported. The position will administer federal, state or other grantor agency programs in accordance with Generally Accepted Accounting Principles (GAAP), City ordinances, policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Oversees the administration of all grant programs, from grant application to grant close-out. This duty is performed monthly, about 10% of the time.

2. Researches and identifies potential sources of funding; prepares written reports outlining grant opportunities; informs Finance Director, City Manager, and department heads of specific grant opportunities. This duty is performed monthly, about 10% of the time.

3. Writes grant applications for submission in accordance with grant requirements to the funding source. This duty is performed monthly, about 5% of the time.

4. Conducts training to instruct grant recipients as to grant objectives, requirements, performance regulations and other grant related information. This duty is performed annually, about 5% of the time.

5. Administer and develop select programs that serve to supplement local annual budget allocations through grant revenues. Coordinates work with department heads to implement programs. This duty is performed monthly, about 5% of the time.

6. Serves as liaison between the City and grant providers; seeks out and develops contacts with key individuals. Appears before funding agencies to present information required for consideration of requested grants. This duty is performed monthly, about 5% of the time.

7. Conducts periodic and regular reviews of grant files for compliance with grant requirements. Assists with internal and external audits. This duty is performed monthly, about 5% of the time.

8. Ensures the appropriate record keeping, grant expenditures and performance monitoring, and grant audit preparation for assigned City grants. This duty is performed weekly, about 10% of the time.

9. Establishes and ensures maintenance of a grant filing and information system to monitor grants throughout the grant life, to provide responses to information requests, to ensure reconciliation between the City’s financial records and grantor records, and which meets all grant requirements. This duty is performed monthly, about 10% of the time.

10. Ensures reports are prepared and submitted per grant requirements on a timely basis. This duty is performed as needed, about 5% of the time.

11. Conducts research, analyzes data, and compiles written and statistical reports as requested. This duty is performed as needed, about 5% of the time.

12. Develops cost allocation, obtains grantor approval of cost allocations, and ensures effective implementation of the cost allocations; reviews and updates cost allocations in a timely manner. This duty is performed annually, about 5% of the time.

13. Monitors grant reimbursement requests to ensure regular preparation, tracks request and receipt of grant reimbursements. This duty is performed monthly, about 10% of the time.

14. Ensures the development and maintenance of departmental grant filing systems to capture and file necessary documentation. This duty is performed monthly, about 5% of the time.

15. Address documentation and reporting issues with department heads, advises City Manager or Deputy City Managers and Finance Director as necessary. This duty is performed as needed, about 5% of the time.

16. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four-year college degree, plus 4 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to write speeches and articles for publication that conform to prescribed style and format; Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discount, interest, commission, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical solutions.

CRITICAL THINKING SKILLS

Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.

Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above range from $10,000,000 to $25,000,000.

ACCURACY

Probable errors would normally not be detected in succeeding operations and could possibly affect organization-patron relations, involve re-work, or additional expenditures in order to properly resolve the error. The possibility of such errors would occur quite frequently in performance of the job.
