Grant Accountant/Internal Auditor - District Administration Building
This is a 12 month position.
Salary is DOE.
Overview of Position:
Under the supervision of the Chief Financial Officer, this position carries out professional-level accounting and administrative functions primarily related to grants and contracts while ensuring compliance with grantor agency regulations and laws. This position will focus heavily on budgeting, compliance, reporting, and variance analysis functions regarding grants/contracts. This position is responsible for maintaining financial, accounting, and grant support services to meet the needs of the WLWV School District and the Federal/State and Local Agencies. This position is also responsible for accounts receivable and other duties as requested.
Specific Responsibilities:
This position provides all grant/contract monitoring, administration, compliance, accounting, and financial reports of grants from application through final closing. This position is responsible for the operations of post-award grant administration and related accounting duties, working closely with the District Program Staff and Chief Financial Officer. The Accountant is also responsible for processing accounts receivable and collecting and tracking all miscellaneous revenue.
Duties Include:
  • Perform grant-related post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, labor distribution changes, reconciliations, re-budgeting, and grant closeout functions required by the Grants and Contracts Administration.
  • Prepare accurate and timely financial reports to Federal/State and Local Agencies as required.
  • Prepare accurate and timely financial reports on grants for internal management purposes. Establish a consistent and transparent reporting process for grant funding.
  • Work with the CFO on cash flow forecasts for programs.
  • Produce budget and expense analysis reports.
  • Prepare and distribute periodic invoices for project reimbursement.
  • Work collaboratively with district program staff about grant programs, compliance, and accounting issues, along with providing fiscal support.
  • Prepare financial projections and budgets, actual vs. budget reporting, and reviewing/monitoring of individual grants and transactions for compliance with private, local, state, and federal funding requirements.
  • Prepare billings, draws, journal entries, and financial grant reporting, including preparation of reports for granting authorities.
  • Work on preparing proposed, approved, and adopted budgets for grant and special revenue funds, including budget proposals with program staff for grant applications.
  • Compile year-end reports, work papers, and analyses necessary for the District's external auditors to complete the annual audit (including the SEFA - Schedule of Expenditures of Federal Awards).
  • Maintain up-to-date knowledge of federal, state, local, and other funding source compliance, regulations, and laws.

Accounts Receivable
  • Process account receivables as well as collect and track all miscellaneous revenue.
  • Prepare deposits, credit card payments; reconcile deposits to General Ledger.
  • Reconcile account receivable balance to General Ledger; reconcile monthly building deposits.
  • Prepare assorted monthly invoices for account receivables.
  • Other duties as assigned.

Internal Auditor
  • Coordinates and audits funding and expenditures for construction of new projects; works with the CFO and the Assistant Director to recommend and provide the district with adequate solutions to any identified problems.
  • Implement an internal audit of student body funds to determine that appropriate accounting procedures and district policies are followed for collections and disbursements. Identify deficiencies and advise, assist, and train school accounting personnel and administrators on the correct procedures and practice (develop and/or modify accounting standards and manuals for general accounting and student body funds accounting; monitor the receipts, disbursement, and recording of transactions to determine compliance with policies and regulations). Works with the CFO and the Assistant Director to recommend and provide the district with adequate solutions to any identified problems.
  • Coordinate with grant administrators for notification of all local, state, and federal audits (financial, procedural, and operational). In addition, obtain a copy of all final audit reports and correspondence for grants.
  • Develop, implement, and administer a broad internal auditing program to ensure that the fiscal management of the system is effective and efficient. Evaluate, examine, or prepare a variety of accounting documents, records, procedures, purchase orders, and systems of internal control to determine compliance with existing laws, management, and Board policies and procedures; identify potential areas of risk exposure.
  • Ensure that adequate internal controls exist and are being applied. Take the steps necessary to provide for the annual independent audit.
  • Ensure that applicable laws, regulations, and policies are being adhered to consistently.
  • Prepare internal audit annual goals in coordination with the CFO.
  • Perform other duties and responsibilities as requested by the CFO.

Minimum Qualifications:
  • Bachelor's Degree in Accounting, Finance, Business Administration, or related field;
  • Three years of responsible professional auditing experience, public accounting experience, or equivalent training and experience.
  • Have prior work experience and understanding of grant funding and grant billing. Experience with grant accounting using federal and state rules and regulations for public sector employers is a plus;
  • Demonstrate a working knowledge of or aptitude to learn grant administration processes, including reporting, record maintenance, billing support, contract compliance and closeout;
  • Strong background in analytical functions, including financial analysis and funds control;
  • Proficient in Microsoft Office with advanced skills in Excel.

Knowledge and Abilities:
  • Knowledge of Generally Accepted Accounting Principles (GAAP), General Accounting Standards (GAS), Government Accounting Standards Board (GASB), and familiarity with regulations on the use of grants under federal and state requirements (including the 2CFR Part 200 Compliance Supplement produced by the Office of Management and Budget);
  • Knowledge of the principles of internal auditing and internal audit techniques.
  • Ability to detect deviation from established procedures and requirements
  • Ability to communicate and prepare clear and concise reports.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to interpret laws and regulations.
  • Ability to formulate solutions for any identified problems and implement those solutions.
  • Ability to analyze and systematically compile technical and statistical information to prepare correspondence and reports;
  • Ability to keep current with the volume of work for federal and state grants billing and accounting;
  • Ability to interpret federal, state, and local government laws and regulations related to grant contracts and administration;
  • Ability to balance multiple initiatives simultaneously, completing assignments thoroughly and on time while working in a fast-paced work environment;

Preferred Qualifications:
Experience in managing restricted funds or grants, non-profit, governmental or school district experience.
