Government Property Manager (NASA)
NOTE: This position is for the management of government owned Engineering Materials.
KBR is seeking a Government Property Manager to support the design, development, testing, and deployment of NASA Goddard Space Flight Center's (GSFC) next generation satellite laser ranging system, the Space Geodesy Satellite Laser Ranging (SGSLR) system.

The Government Property Manager will support the KBR team and be responsible for ensuring property control activities, and accountability of Government Property, are in compliance with policy and FAR Part 45 property and FAR 52.245-1 regulations. The Property Manager is responsible for the execution of property management functions at multiple KBR and affiliate sites. The candidate will provide oversight to a diverse group of property and project professionals responsible for US Government and other Customer owned property management. The manager will ensure compliance with KBR's Code of Conduct and Corporate/Functional policies and procedures.
This position will be responsible for overseeing management systems and processes to ensure contractual and continual accountability of government, customer, and company assets while in the possession of KBR. This management position is also responsible for external interface with DCMA and Government customer points of contact with respect to Government Property matters.
Job Duties/Responsibilities
Job duties and responsibilities may include but are not limited to the following:
  • Ensures assets are managed throughout their life cycle using the NASA Goddard processes
  • Ensures Government Property Management System and process is compliant with requirements and regulations (e.g. FAR 245, DFARS 245) and company polices
  • Maintain Property System in approved/adequate status
  • Responsible for SGSLR Government Property Management Policies, Procedures, and Forms
  • Increase value by driving efficiencies through strategically aligned property resources, processes and systems
  • Support government audits and internal contractor self-assessments to identify non-compliances and implement corrective actions
  • Acts as the focal interface regarding the Property Management Operations (Receipt, Storage, Disposal) with government agencies, customers, and company management on topics that relate to Asset/Material Management
  • Responsible for the overall review, management, and submittal of all excess and Loss into Procurement Integrated Enterprise Environment (PIEE)

Basic Qualifications:
  • Bachelor's degree with 5 or more years of progressive experience in Government Property/Asset Management or related field, or in lieu of degree, 10 years of related Specific Property Control contract required experience
  • Possesses strong communication skills
  • Ability to work with diverse levels of internal/external customers, i.e., DCMA, Prime Contractors
  • Ability to identify Government Property System deficiencies and develop effective Corrective Action Plans and validate effectiveness of those plans
  • Understanding of Government Property administration principles, theories and concepts as well as a solid working knowledge of FAR 52.245-1, 45, and DFARS 245.6, 252.245-7003 and other applicable FAR, DFARS, DoD regulations
  • Must be able to travel locally to support Government Audits, Internal Self-Assessments, Inventory, Training, or other requirements as assigned
  • Self-starter; ability to work independently with a minimum of supervision
  • Strong PC skills especially with Microsoft Office applications including Word, Excel, and PowerPoint
  • Familiarity with Property Management Systems similar to CostPoint

Preferred Qualifications:
  • Current Certification as a Professional Property Manager (CPPM) preferred
  • Familiarity with Costpoint, other ERP, or Property Management Systems
